- Description
- The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a non-competitive basis with ViaSat, Inc., Carlsbad, CA for the procurement of the Demand Assigned Multiple Access Orderwire Channel Controller Trainer/Simulator (DOCCT/S) part number VA-017000-0032, NSN 6625-01-591-6375 for the US Navy (USN) and Royal Australian Air Force (RAAF) in support of the P-8A aircraft. A quantity of one is required for the USN with an option quantity of one for RAAF. As the Original Equipment Manufacturer, ViaSat, Inc. has proprietary rights to the technical data and drawings and is the sole designer, developer and manufacturer of the DOCCT/S for use in the P-8A. The US Navy does not possess the technical data necessary to compete this procurement. The Government intends to procure these items under the authority of 10 U.S.C 2304(c)(1) as cited in FAR 6.302-1, Only One Reasonable Source and No Other Supplies or Services Will Satisfy Agency Requirements, therefore, this is not a request for competitive proposals. However, responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within in the discretion of the Government. Responses must be received within fifteen (15) days of publication of this notice.
