Description
J&A 6.302-1 The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program Office (PMA-209), awarded a sole-source delivery order, DO 0032, under the Basic Ordering Agreement N00019-11-G-0018 to Rockwell Collins Government Systems (RCGS), Cedar Rapids, IA for effort to complete the software upgrade of the MH-53E Government Furnished Control Display Unit (CDU-77000), Integrated Processing Computer (IPC) and Multi-Function Displays (MFDs). This software upgrade incorporated the Required Navigation Performance/Area Navigation (RNP/RNAV) capability. The software upgrade will leverage previous RCGS MH-53E RNP/RNAV software development efforts. The software will provide required data for modern GPS-based instrument flight from takeoff to landing approach, as well as provide the required controls and displays to the MH-53E pilot and co-pilot for moving map and primary mission accomplishment. This acquisition was pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.
