- THIS SOURCES SOUGHT NOTICE IS BEING ISSUED FOR PLANNING AND MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION. RESPONSES TO THIS NOTICE ARE NOT CONSIDERED AS OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. THE GOVERNMENT IS NOT AND WILL NOT BE RESPONSIBLE FOR ANY COSTS INCURRED BY INTERESTED PARTIES RESPONDING TO THIS SOURCES SOUGHT NOTICE. The National Guard Bureau (NGB) Operational Contracting Division, on behalf of NGB-J1 is conducting market research to determine the availability of qualified sources to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide Transition Assistance Advisors to support the Transition Assistance Program. THIS IS NOT A FORMAL SOLICITATION. The Government is seeking to determine what qualified sources exist to fulfill this requirement. This information may be used to determine if the potential of a small business set-aside exist. The purpose of this quote mark Sources Sought Notice/Market Survey quote mark is to gain knowledge of potential qualified sources and to develop additional knowledge of the existing market for the required services. Feedback on individual submissions will not be provided. Brief Description: Source Sought for the National Guard Bureau NGB-J1 Chief, Office of Warrior Support to provide Transition Assistance Advisors to support the Transition Assistance Program (TAP). The program provides VA benefits and entitlements guard members to make a successful transition from active duty status to National Guard status and from National Guard status to Active Duty Status. The Transition Assistance Program prepares separating service members and their families with the skills, tools, and self-confidence necessary to ensure successful re-entry into the Nation's civilian work force. FSC Code: G -- Social services Place of Performance: Performance shall be at the 54 States and U.S. Territories. Capability Package: Qualified sources are encouraged to submit capability packages. Business having the ability to provide the services listed in the attached Draft Performance Work Statement shall provide clear and comprehensive information supporting their experience, expertise, and current company profile to include the number of employees, office location(s), DUNS number, TIN, CAGE code, small business designation/status claimed and annual revenue. The capability packages for this sources sought/market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the area specified in the PWS. Capability Packages should clearly address the following: A technical understanding of the working requirements of the draft Performance Work Statement (PWS). The contractor shall have the capability to provide personnel to support Government requirements. See attached Draft Performance Work Statement. A draft PWS is attached for your information. This document is not in final form and is subject to change. Key Personnel: Does the key staff members have the analytical, functional and technical knowledge/experience directly related to tasks outlined in the attached draft PWS; have sufficient resources on hand and available to begin work on the effort; have or have the ability to obtain a minimum of a secret clearance? Demonstrate technical knowledge, experience, and understanding of Privacy Program and Record Management. Past Performance: Does your company have specific past performance and experience with transition assistance for military service members under the Transition Assistance Program and or similar work equivalent to the draft PWS. In addition, the following questions must be answered and elaborated on as part of the package: 1.Past Performance - Does your firm have recent relevant past performance experience within the last three years and similar size and scope of this requirement? 2.Describe any interface with numerous programs and agencies that your company has had to assist personnel to obtain information needed for the same and or similar services. 3.Describe the type of deliverables that was a requirement of your same and or similar services. 4.Describe what type of management structure your company would put in place to monitor the Training Assistance Advisors in the 54 States and Territories. 5.Describe any experience your company has with employment assistance, education and training assistance, healthcare, life insurance, financial assistance, relocation and Morale Welfare and Recreation with each of the DoD services Army, Air Force, Navy, and Marine Corps to include the National Guard and Reserves for each of the services. 6.Describe your approach to Staffing the 54 States and Territories and Phase-In approach. 7.Corporate Experience: Does your firm have the work experience similar in nature, scope, complexity, value and difficulty of work in the PWS? What experience does your firm have in the building of relationship and partnering with your customers? 8.Does the NAICS and FSC Code accurately describe this requirement? If not, please state which NAICS and FSC Code accurately represents this requirement. 9.Describe any effects of the Government classifying the Transitions Assistance Advisor as a Service Contract Act (SCA) position in accordance with FAR Part 22. A wage determination would be provided with the solicitation. 10.Does the company foresee a lengthy transition if they were to receive the award? Please explain all challenges and timelines associated with transition to include any impacts of a SCA position. 11. Provide your company's CAGE Code or DUNS number. Capability packages must not exceed 20 pages (12 point font with on-inch borders, not including pictures, brochures and Market Survey), must be submitted electronically and should clearly indicate whether your firm is able to provide the services listed in the Draft Performance Work Statement. All information marked {Proprietary to 'company name'} will not be disclosed outside of the Department of Defense.
