- The U. S. Army Corps of Engineers (USACE), Transatlantic Division, Middle East District (TAM) is seeking preliminary information, for Market Research Purposes ONLY, from capable and reliable sources who may be interested in submitting a proposal to perform Synchrolift Platform Dredging at the Ras El Tin Naval Base, in Alexandria, Egypt. The requirement involves: The Contractor is to furnish all equipment, material, and labor required to safely remove approximately 2 meters of excess material underneath the Synchrolift Platform at the Ras El Tin Naval Base in Alexandria, Egypt. Spoil material will be moved to a location on-base that is approximately 470 meters away from the platform. The platform area is 150 meters x 20 meters. The platform itself shall be relocated prior to the start of the soil removal by the Government of Egypt. All required permitting and environmental approvals shall be obtained by the Government of Egypt prior to issuance of the Notice-To-Proceed. The successful Offeror is required to obtain base passes for their personnel with Government assistance. Work is expected to occur between Mid-March 2015 and late April 2015 with the exact dates to be coordinated; however, all on-site work is to be completed within 30 calendar days from the onset of the work. The Offeror is to select the soil removal methodology that is best suited to successfully complete the work in the given time frame. Interested Offerors shall submit a capability statement and short narrative, not to exceed one page in length, describing their preferred approach to this requirement. This narrative shall not include any quote or price information. If a solicitation is released at a later date, a Firm-Fixed-Price contract is being considered. The rough order magnitude of this requirement is between $100,000.00 and $500,000.00. Responses shall be submitted using the following process: Interested Offerors shall submit their capability statement and narrative electronically via email to the Contract Specialist Ms. Holly K. Watson at Holly.K.Watson@usace.army.mil. All submittals are due by Wednesday October 15, 2014 not later than 4:00pm U. S. Eastern Standard Time (EST). No hard copy submissions will be accepted. Since this is a request for information only, your response shall not constitute an offer. This request for information does not commit the Government to pay for any costs incurred to prepare your submission. Please be advised that in order to be eligible for contract award with USACE, your company must be registered in the System for Award Management (SAM) system.
