SOURCES SOUGHT NOTICE INTRODUCTION This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The information from this market research will help the Consumer Product Safety Commission (CPSC) plan their acquisition strategy. The solicitation that may result from this sources sought could be placed on Fed Biz Opps, GSA or another GWAC. Please be sure to indicate if you have a GSA schedule contract, or other GWAC contracts. THIS IS STRICTLY MARKET RESEARCH. THE CONSUMER PRODUCT SAFETY COMMISSION (CPSC) WILL NOT ENTERTAIN QUESTIONS REGARDING THIS MARKET RESEARCH BACKGROUND AND PURPOSE The Consumer Product Safety Commission (CPSC) has, through Section 15 and Section 5 of the Consumer Product Act and other legislative authority, the requirement to collect, investigate, analyze, and disseminate injury data and information relating to causes and prevention of death, injury and illness associated with consumer products. Data in CPSC's database is used to respond to public inquiries and in support of compliance and hazard reduction activities. Emerging hazards identification, remedial strategy analysis, and regulatory development activities are built upon timely receipt, review, and analysis of news clips covering incidents occurring throughout the country. Through the news clipping contract, serious product related accidents reported by the news media have been brought to the attention of the Commission. These clips are collected, analyzed for investigation (if appropriate) and made available for use by the Data Intake Branch and CPSC analysts. News Clips are retained within CPSC's internal database indefinitely. The data synopsis and any coded data derived from news clips may be subject to public disclosure under the Freedom of Information Act (FOIA). PROJECT REQUIREMENTS The objective is to have the Contractor staff provide the Commission with timely, comprehensive data involving injuries and accidents associated with consumer products. Coverage of the entire United States based on a formula using reported census population counts as well as News Clips that are in scope of CPSCs data collection requirements, is of great importance to the success of this contract. Independently and not as an agent of the Government, the Contractor shall furnish all necessary personnel, supplies, materials, equipment, and facilities to perform the work set forth below. 1. The Contractor shall monitor daily, Sunday, and weekly newspapers published in all 50 States, plus the District of Columbia. A. The contractor must be able to provide national coverage. Coverage must be met for each state. 1. The coverage is determined based on a total annual goal of news clips, and census population totals. 2. Each news clip will count towards coverage for the state in which the incident occurred. 3. Contractor is allowed to exceed coverage goals for individual states, but those news clips do not count towards the total annual goal, and may not be used to substitute meeting the coverage goal for another state. 2. The Contractor shall clip: A. Reports of injuries and deaths involving: products produced, distributed, for sale and for use by a consumer in and around a residence, school, or recreational locale. 3. The Contractor must be able to provide this service electronically. 4. The Contractor shall submit news clips by email in PDF format. A. All digital news clips shall be emailed to the designated CPSC email address. B. Paper news clips shall be scanned, no more than one article per page, into PDF format and emailed to CPSC. 5. The News Clips that are obtained from the Contractor shall be retained indefinitely within CPSC's internal database. The data synopsis and any coded data derived from the News Clips may be subject to the Freedom of Information Act (FOIA). 6. The following contains examples of hazards and associated products which should be reported to CPSC. Note: the examples are not intended to limit or define the products in CPSC's jurisdiction, and additional training materials will be given upon award of the Contract. A. Electrical: Shocks and fires from electric heaters, electrical wiring, electric blankets, extension cords, lighting equipment, vending machines, electric fans, electric drills, electric clothes dryers, hair dryers, kitchen appliances, and consumer products that come in contact with power lines such as ladders, antennas, etc. B. Fire and Burn: Incidents caused by or involving stoves, gas fired heating equipment, chimneys, space heaters, furnaces, water heaters, gasoline, house and mobile home fires (when a consumer product is stated as the source of ignition), upholstered furniture, cigarette lighters, matches, clothing ignition, flammable materials, etc. House fires of unknown origin should only be reported if there are fatalities or multiple injuries. NOTE: Arson cases, automobile fires, business and industrial fires, acts of nature (i.e., lightning, earthquakes, etc.), and fires where the cause is listed only as electrical in nature, (an electrical appliance or wiring component is not mentioned) are not to be included. C. Mechanical: Chain saws, electric saws, lawn mowers, hedge trimmers, power equipment, garden tractors, garage doors, snow blowers. D. Household: Incidents involving chairs, stepstools, ladders, spas/whirlpools, waterbeds, plastic bags, tables, cabinets, doors, windows, showers, bathtubs and other products or components found in or about the home. E. Chronic Chemical Hazards: Household exposures to asbestos, urea formaldehyde, benzene, etc. F. Acute Chemical Hazards: Cleaning fluids, bleaches, dyes, detergents, CO poisoning related to a product, etc. NOTE: Please collect information on CO related injuries and deaths from exposure to automobile exhaust in attached garages. G. Sports and Recreation: Skateboards, bicycles, amusement rides, bleachers, playground equipment, footballs, baseballs, basketballs, snowmobiles, trail bikes, all-terrain vehicles, skiing, swimming, scuba diving, fishing, exercise equipment, etc. H. Children's Products: Toys, games, furniture, nursery accessories, walkers, strollers, carriers, etc. I. Accidents involving packaging or labeling of consumer products, as related to health and safety (e.g., the absence of effective child-resistant containers). 7. The following contains a list of news clips that the Contractor shall EXCLUDE. Note: this list is subject to change, and the Contractor will be given ample notice and necessary training. A. Licensed motor vehicles, unless involved in incident with another consumer product (e.g., bicycles, skateboards, ramps, jacks, etc.) or carbon monoxide injuries or deaths from exposure to automobile exhaust in attached garages. B. Pesticides or other products subject to regulations enforced by the Environmental Protection Agency (EPA) (e.g., insecticides, pesticides, rodenticides, mothballs, sanitizers, et al.). C. Boats and related equipment, such as life preservers and ski belts, which are subject to the Federal Boat Safety Act of 1971. D. Foods, medical devices, cosmetics, and drugs (except as mentioned in Item 5i), which are subject to regulations administered by the Food and Drug Administration (FDA). E. Aircraft, aircraft components (including hang gliders) and ultra light aircraft, as regulated by the Federal Aviation Administration (FAA). F. Tobacco and firearms, unless involved with another consumer product (e.g., cigarette igniting a sofa, causing fire). G. Occupational related injuries, including those suffered by construction workers, miners, farmers, public service employees, etc. Work related injuries are regulated by the Occupational Safety and Health Administration (OSHA). H. Clips Citing CPSC News Releases, Speeches, Safety Promotion, Etc. shall generally be excluded; unless an incident involving a consumer product is also reported. I. Intentional injuries, homicide, suicide, and arson. CAPABILITY STATEMENT Please provide in your response, information regarding: (1) The difficulty and/or feasibility of the potential tasks (2) Core competencies: (a) Staff expertise; (b) Current in-house capability and capacity to perform the work; (c) Prior completed projects of similar nature; (d) Corporate experience and management capability; and (e) Examples of prior completed Government contracts, references, and other information related to the listed tasks. INFORMATION SUBSMISSION INSTRUCTIONS One copy of response must be submitted not later than 5:00 p.m., EST, October 10, 2014 electronically in Microsoft word or Adobe PDF to Jolomi.Omatete@psc.hhs.gov. Capability statements will NOT be accepted after the due date. The maximum number of pages for submission is 15. Each response should include the following Business Information: a.DUNS b.Company name c.Company point of contact, mailing address, telephone and e-mail address d. Date submitted e. Applicable company GSA Schedule number or other available procurement vehicle. f.Do you have a Government approved accounting system? If so, Please identify the agency that approved the system. g.Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the System for Award Management (SAM). All vendors must register on SAM located at https://www.sam.gov/portal/SAM/#1 h.Company Point of Contact, Phone and Email address Team Arrangements: All teaming arrangements should also include the above-cited information and certifications for each entity on the proposed team. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s)."
