Description
ROS Bridge Justification and Approval Solicitation # FA4610-14-R-0015 This justification and approval is for the 30th Space Wing (SW) to award a sole source contract to InDyne, Inc, currently performing on Contract F04684-03-C-0050, Western Range Operations, Communications & Information (WROCI) Contract. Currently, the ROS requirements are included in this WROCI contract which expires 30 Sep 14, with a pre-priced option that will extend the WROCI until 31 Dec 14. The follow-on WROCI requirements have been broken out into two contracts. First, the Launch and Test Range System (LTRS) Integrated Support Contract (LISC), FA8811-13-R-0001 acquisition is currently in progress with Space and Missile Systems Center, El Segundo, CA leading the acquisition. Second,the Range Operations Support (ROS) acquisition, FA2521-13-R-0005, is currently in progress with the 45th CONS, Patrick AFB, FL leading the acquisition. With the breakout of the WROCI into two separate contracts, the initial intent was to have the two contracts start concurrently. However, the ROS acquisition has encountered delays; therefore, the contract award date has been extended. Therefore, due to the critical nature of the ROS requirements and the need for uninterrupted service, it is in the government's best interest to award the 30 th SW ROS requirements as a sole source short-term interim contract to InDyne until 45th CONS awards the ROS contract. The extension of the Vandenberg AFB ROS interim contract beyond the initial 6 months will be dependent upon the award of the 45th CONS ROS contract. The extension of the contract beyond the 6-month base period may be in 1-month increments.
