SOURCES SOUGHT NOTICE Survey on Table Saw Guard Use INTRODUCTION This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The information from this market research will help the Consumer Product Safety Commission (CPSC) plan their acquisition strategy. The solicitation that may result from this sources sought could be placed on Fed Biz Opps, GSA or another GWAC. Please be sure to indicate if you have a GSA schedule contract, or other GWAC contracts. THIS IS STRICTLY MARKET RESEARCH. THE CONSUMER PRODUCT SAFETY COMMISSION (CPSC) WILL NOT ENTERTAIN QUESTIONS REGARDING THIS MARKET RESEARCH BACKGROUND AND PURPOSE The voluntary standard for table saws (UL 987 Stationary and Fixed Electric Tools) addressed blade contact injuries by requiring a single piece blade guard attached to a splitter located behind the blade. The blade guard prevents inadvertent contact with the blade and the splitter prevents the work piece from pinching the blade to produce kickback. However, many users removed the blade guard and splitter from the table saw because the safety devices obstructed the view and/or cutting operation and the devices were seen as more of annoyance. In November 2007, a 7th edition of UL 987 was published with requirements for a new modular blade guard that incorporates a permanent riving knife design. The modular blade guard is more open and provides ales obstructed view of the cut. The permanent riving knife is adjustable and provides kickback protection even when the blade guard is not employed. Riving knives can also be used for non-through cuts where the top of the saw blade is used to cut a grove in the work piece. The majority of table saws sold in the United States since 2009 meet the UL987, 7th edition requirements for the modular blade guard. Consumers who have purchased a table saw with the new modular guard will be interviewed to determine if consumers are using the new blade guard and their reasons for explore the willingness of consumers to use the modular blade guards required by the latest voluntary standard for table saws PURPOSE AND OBJECTIVE The objective of this project is to interview a convenience sample of consumers who have purchased a table saw with the new modular blade guard system (as required by the 7th edition of UL 987) to determine if the consumers are using the guarding system. PROJECT REQUIREMENTS The contractor may be required to perform the following: 1.Review and develop survey instrument. a.Independently, and not as an agent of the Government, the contractor shall furnish all necessary personnel, materials, services, and facilities to perform the work set forth below. b.The contractor shall peer review and provide comment on a draft survey instrument provided by CPSC staff. c.The contractor shall perform testing of the survey instrument through cognitive interviews, focus groups, and/or other methods. The contractor shall choose participants through any means deemed appropriate by the contractor. d.The contractor shall submit a draft Survey Work Plan to CPSC staff for review and comment. e.The Contractor shall submit a final Survey Work Plan to CPSC staff. 2.Perform survey in increments of fifty (50) participants a.Independently, and not as an agent of the Government, the contractor shall furnish all necessary personnel, materials, services, and facilities to perform the work set forth below: b.The contractor shall prepare all necessary documents and implement all activities needed to secure institutional Review Board (IRB) approval for the survey and related components. If necessary, the contractor with the assistance of CPSC will submit a package to OMB for approval. c.The contractor shall execute all necessary preparatory and logistical activities to conduct the survey. d.The contractor shall use government provided lists of participants with contact information to conduct the survey. The lists will be provided on weekly basis. e.The contractor shall interview a convenience sample of consumers who own a table saw that is equipped with a modular blade guard system. f.The contractor shall analyze the first set of completed surveys to identify any problems in survey procedures and /or in the survey instrument. The contractor shall provide CPSC in writing of any changes to survey Work Plan. g.The contractor shall be responsible for any software that is required for data analysis. h.After the conclusion of the survey, the contractor shall prepare a draft report summarizing the results, findings, and conclusions. The report shall summarize; i.Response rate of the survey ii.Whether the modular blade guard was installed on the table saw iii.To what extent the modular blade guard was used if it was used at all iv.Whether the guard system is modified in any way v.Whether the modular blade guard was removed for any reason and if/when it was returned to use vi.Reasons for use or non-use of the modular blade guard vii.Type of table saw (bench saw, contract saw, cabinet saw) viii.Manufacturer and model of table saw ix.Woodworking experience of the respondent i.After incorporating comments from CPSC staff, the contractor shall submit a final report and the data collected from the surveys. The contractor shall verify that CPSC staff has compatible software to view the survey data CAPABILITY STATEMENT Please provide in your response, information regarding: (1) The difficulty and/or feasibility of the potential tasks (2) Core competencies: (a) Staff expertise; (b) Current in-house capability and capacity to perform the work; (c) Prior completed projects of similar nature; (d) Corporate experience and management capability; and (e) Examples of prior completed Government contracts, references, and other information related to the listed tasks. INFORMATION SUBSMISSION INSTRUCTIONS One copy of response must be submitted not later than 7:00 p.m., EST, October 10, 2014 electronically in Microsoft word or Adobe PDF to Jolomi.Omatete@psc.hhs.gov. Capability statements will NOT be accepted after the due date. The maximum number of pages for submission is 15. Each response should include the following Business Information: a. DUNS b. Company name c. Company point of contact, mailing address, telephone and e-mail address d. Date submitted e. Applicable company GSA Schedule number or other available procurement vehicle. f. Do you have a Government approved accounting system? If so, Please identify the agency that approved the system. g. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the System for Award Management (SAM). All vendors must register on SAM located at https://www.sam.gov/portal/SAM/#1 h. Company Point of Contact, Phone and Email address Team Arrangements: All teaming arrangements should also include the above-cited information and certifications for each entity on the proposed team. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation.
