- CENTER TEAP SPECIALIST (TEAP) (SUNSTANCE ABUSE) EDUCATION MANAGEMENT CORPORATION (EMC) SCOPE OF WORK The center TEAP Specialist is required to provide the services described below. These services will be provided as authorized by the Center Director or his/her representative and per a work schedule to be agreed upon with the Health & Wellness Manager. The TEAP Specialist is expected to provide substance abuse prevention and support services as per the requirements of the Job Corps Program as described in Federal Regulations (Title 20 Code of Federal Regulations, Part 670.525); and the Job Corps Policy and Requirements Handbook (PRH) Chapter 6. These services include: I. Support students in leading a healthy lifestyle that incorporates appropriate health and wellness practices that can be of help in removing any barriers to employment and can enhance the student quality of life. II. TEAP services must include: • Assessment in order to identify students in need of help and determine the type and degree of help needed • Intervention in order to map out and implement services to students who use or are at risk for using Alcohol and Other Drugs of Abuse • Counseling in order to support the student through a number of effective case management strategies • Relapse prevention in order to assist students to remain alcohol and drug free • Prevention and education in order to provide the student with rigorous AODA education programs to prevent and eliminate the use of drugs and alcohol III. Staff Training: • ZT policy regarding drug and alcohol use, as required by the PRH • Alcohol testing devices and procedures • Alcohol and drug abuse detection and prevention • Protocol for testing students based on suspicion of use. IV. Student Training: (a) Support the student health education program by providing instruction in the areas of drug and alcohol use prevention especially as it relates to employment and the Job Corps Zero Tolerance framework. (b) Coordination with Recreation to engage students in the TEAP program in physical activities that can assist them in their efforts to rid themselves of drug and alcohol use and to lead a healthier lifestyle V. Community Linkages Primary Function: (a) Establish community linkages for providing on and off-center support groups such as Alcoholics Anonymous (AA), Narcotics Anonymous (NA), etc. General Responsibilities and Delegation: The center TEAP Specialist agrees to adhere to the policies, procedures, and guidelines established by the DOL, EMC and the Homestead JCC. The parties agree that the center TEAP Specialist, under the Center Director's guidance, will have primary responsibility to implement the program outlined above and may be assisted by the Job Corps National Office and/or health consultants. The center TEAP Specialist, with the concurrence of the Center Director, may delegate by written and dated standing orders any of his/her responsibilities set forth in this contract to appropriate qualified staff, but only with the Center Director's prior concurrence and a prior review of the backup TEAP Specialist's qualifications by EMC, the Regional Office of Job Corps and the Regional Health Consultant for Job Corps. Job Corps Oversight and Assistance: The center TEAP Specialist will be assisted by the Job Corps National Health Staff (NHS) and principal and regional health consultants. The latter will act under guidance and direction from the NHS. Continuing Education: The center TEAP Specialist shall attend periodic continuing education conferences sponsored by the regional or national Job Corps offices. These may require participation in person, therefore travel, or attending webinars and conference calls. Health Records: The center TEAP Specialist acknowledges that student health records belong to and are the sole property of Job Corps, and shall comply fully with federal HIPAA and state records laws. The center TEAP Specialist will document all services rendered in the students' health records. Requirements: Educations - • Bachelors Degree (Behavioral Sciences) - BS • Work experience will not be able to substitute for education according to the State of Florida's requirement for certification • State of Florida Certification - for a Certified Addiction Professional (CAP) Experience: 1 - 3 years of experience Experience working with youth a plus Payment for services rendered will be according to the agreed upon hourly rate for a maximum of twenty four (24) hours per week, on average, forty-eight weeks per year. The base period of performance is October 6, 2014 through July 1, 2015, with one-year pre-priced option year. End Date 11/03/2014
