- Draft Statement of Work This Sources Sought notice is issued for informational and planning purposes only. This is not a Request for Proposal and does not commit the Government to solicit or award an order now or in the future. No solicitation is available at this time. All businesses, including small businesses, service-disabled Veteran-owned small businesses, Veteran-owned small businesses, certified HUB-Zone small businesses, and certified 8(a) concerns are encouraged to respond. Upon review of industry response to this Request for Information (RFI), the Government will determine whether a set-aside acquisition, in lieu of full-and-open competition, is in the Government's best interest. THIS RFI IS NOT A REQUEST FOR PROPOSALS. It is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of award. The information requested will be used within the National Science Foundation (NSF) to facilitate decision making and will not be disclosed outside the agency. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government. The Government is not obligated to pay for any information received from potential sources as a result of this FBO announcement. The purpose of this RFI is to determine the availability, capability, and interest of potential vendors to provide the Graduate Research Fellowship Program (GRFP) with the operational and technical support needed to select individuals early in their careers with the demonstrated potential to be high achieving scientists and engineers. This includes outreach to broaden participation in science and engineering of underrepresented groups, including women, minorities, persons with disabilities, and veterans. Potential vendors must be able to perform a comprehensive and integrated set of tasks including updating application and outreach materials, supporting awardee selection, and maintaining, reporting and analyzing data. The NAICS code for this requirement is 541690, Other Scientific and Technical Consulting Services with a small business size standard of $15 million. Interested potential offerors are encouraged to respond to this notice with a corporate capability statement that includes a description of the technical capabilities describing your Company's experience with projects similar to the requirement. Be advised that generic capability statements are not sufficient for effective evaluation of respondents' capacity and capability to perform the specific work as required. Responses to this notice shall be limited to eight (8) pages and must include: 1. Company name, mailing address, and website address (if applicable) 2. Point of contact including email address and telephone number 3. DUNS Number, CAGE Code, Tax Identification Number. 4. Companies must be registered in the SAM (www.SAM.gov) to be considered as potential sources. 5. If applicable, NAICS Codes for which the company is a small business, and, if applicable the type(s) of small business concerns. 6. Any available Governmentwide Acquisition Contract (GWAC) vehicles held by your company under which your company can provide the services described in this notice, such as General Services Administration (GSA) schedules, including Special Item Numbers (SIN). The remainder of the capabilities statement shall include the following: A. A description of the applicable capabilities of your company and the nature of the services you provide. Include a description of your staff composition and management structure. Demonstrate how your firm provides customer service to external customers (e.g., potential applicants, reference writers and panelists). Also describe how you provide computing and data processing support on a similar project. B. A description of your company's experience completed or in progress within the past three years on previous projects that are the same or similar to this requirement in designing, implementing, and managing operations that are similar in nature, scope, and magnitude to GRFP. Include task order numbers, a brief description of the work performed, and the period of performance. Interested businesses are requested to submit a brief Capabilities Statement package to Jennifer Snook, via email, at jsnook@nsf.gov by 12:00 p.m. (Noon) on October 14, 2014. The subject line on your email shall read "Sources Sought Capabilities Statement."
