Description
MARKET RESEARCH PURPOSES ONLY NOT A REQUEST FOR PROPOSAL OR SOLICITATION The U.S. Food and Drug Administration (FDA), is conducting market research to support the National Center for Toxicological Research (NCTR) Office of Scientific Coordination (OSC) requirement for On-Site Laboratory, Equipment Repair, and Fabrication Services. The intended contract period of performance will be for one year base period with the Government's option to extend up to four one year option periods. This is a Sources Sought Notice to determine the availability and capability of small businesses who can provide On-Site Laboratory, Equipment Repair, and Fabrication Services. This notice is for planning purposes only, and does not constitute an Invitation for Bids, Request for Proposals or Request for Quotation, or an indication the Government will contract for the services contained herein. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The associated North American Industry Classification System (NAICS) Code is- 811219- Other Electronic and Precision Equipment Repair and Maintenance; Small Business Size Standard is $20.5 million. BACKGROUND The National Center for Toxicological Research (NCTR) and the Arkansas Regional Laboratory of the Office of Regulatory Affairs (ARL/ORA) are located at the Jefferson Laboratories of the U.S. Food and Drug Administration (FDA) in Jefferson, Arkansas, approximately 35 miles south of Little Rock and 28 miles north of Pine Bluff. NCTR is an internationally recognized FDA research center that conducts toxicological research studies and other research activities designed to support the FDA's mission to protect the public's health. NCTR investigators partner with researchers elsewhere in the FDA as well as other government agencies, industry, and academia. NCTR is comprised of six research divisions and has facilities including: 132 general or special purpose research laboratories; animal facilities, including rodent facilities accommodating conventional housing, a specific pathogen free rodent production colony, isolators for germ-free rodents, and quarantine; a non-human primate research center; a zebrafish production facility; a phototoxicology research center; an imaging center including microPET, MRI, and CT scanner; a nanotechnology core facility; and an inhalation toxicology facility. ARL is an ORA field laboratory with Food Chemistry, Pesticide, and Microbiology laboratories tasked with analyzing a wide variety of samples from foods and cosmetics. Although much of the scientific equipment at the Jefferson Laboratories complex is covered under manufacturer's service agreements, many critical items are not. In addition, some research projects require specialized items that must be designed and fabricated to order. This on-site service contract continues to be required to provide maintenance, repair, and fabrication of scientific equipment that must remain in operating condition for continuous use in research and testing facilities. On-site laboratory equipment maintenance, repair, and fabrication services for NCTR have been obtained through contracts since 1977. SCOPE The Contractor will be required to provide the necessary test equipment, materials, and tools that are not furnished by the Government and otherwise do all things necessary for or incidental to the performance of the work. The requirements of this contract major areas of responsibility are as follows: 1. The administrative capabilities, including the reporting and management requirements associated with 2 through 4. 2. The repair and maintenance of malfunctioning instruments and equipment. 3. The application of a preventive maintenance program to these instruments and equipment. 4. The analysis and repair of instrumentation systems and the development and fabrication of prototype instruments and systems not available commercially. This requirement is day to day, on-site maintenance and repair, including routine preventive maintenance of laboratory and associated equipment. All interested vendors shall submit sufficient information outlining their capabilities as relevant to the performance of this requirement. Responses to this notice shall be limited to fifteen (15) pages (excluding cover page), and should address the following: 1. A detailed description of your organization's experience and demonstrated abilities to provide the services described herein. 2. General background, previous experience in similar or related work, and record of performance and capability to perform this or related work. General experience requirements in: a). Digital systems, such as controllers, PC's and laboratory computers. b). Research laboratory instrument trouble-shooting, e.g., Gas Chromatography (GC), High Performance Liquid Chromatography (HPLC), Mass Spectrometer (MS), Spectrophotometers. c). Analog electronics, including analog radio frequency equipment. d). Electro-mechanical systems, including pneumatic hydraulic devices. e). Vacuum systems. f). RF and high voltage electronics (to 20KV). g). Optical systems, including various laser based equipment, microscopes, and counter. 3. Specific experience requirements: a). Mass spectrometry -Time of Flight (TOF), high resolution magnetic mass spectrometry, liquid chromatography-mass spectrometry, gas chromatography-mass spectrometry, nuclear magnetic resonance spectrometry. b). Electro-optical systems, including ultraviolet/visible spectrometry, microscopes, scintillation counters. c). Gas chromatography, including Flame Ionization Detector (FID), Electron Capture Detection (ECD), Flame Photometric (FPD) (phosphorous, sulfur and nitrogen detectors), HPLC flow systems and detectors. d). Automated cell-sorter/flow cytometry systems and cell counters. e). Amino acid analyzer, including multiple wavelength detection systems, scintillation/gamma counters. f). Polypepeptide sequencers, chromatographic systems, and DNA sequencers. 4. Provide limited support to research personnel for the development and fabrication of prototype instrumentation. In addition, contractor must possess available and experienced personnel. All service technicians should have a minimum of two years of formal training (Associate Degree) or equivalent experience in the repair and maintenance of laboratory equipment. The contractor will be responsible for providing the necessary training to keep service technicians fully qualified to perform the requirements of this contract. Contract performance in almost all instances, will be performed at the Jefferson Laboratories of the FDA. Prospective contractor employees will have to pass a government security clearance. The Government will provide adequate storage space for spare parts and adequate working space, including heat, ventilation, electric current and outlets. The government will provide medical screening, testing, and monitoring of those contractor personnel that may be required to enter restricted areas. A fixed price contract is anticipated, for a base year and four one year option periods. The current services are being provided by The Bionetics Corporation. Though the target audience is small businesses capable of provided the services identified herein, all interested parties may respond. At a minimum, responses shall include the following: Company name, DUNS number, mailing address, e-mail address, telephone and FAX numbers, website address (if available), business size standard (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, EDWOSB, LB), point of contact name, telephone number, and e-mail address. If applicable, identification of the firm's GSA Schedule contract(s) by Schedule number and SINs that are applicable to this potential requirement.
