- This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. The Government has a requirement to provide software and hardware upgrades to the Navigation and Communication Lab (NCL) for the Maritime and Intermodal Training Department's Maritime Training Division located at building 839, Fort Eustis, VA. These crucial upgrades include bringing the Navigation and Communication Lab to a current state that reflects all recent changes in Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance(C4ISR) equipment being installed on Army Watercraft. This effort will also reflect all recent fleet wide upgrades in Global, Maritime, Distress and Safety System (GMDSS) to Army Watercraft. The hardware portion of the upgrade includes replacing computers and monitors which will provide the needed platforms to perform the task of running the multiple complex programs of the NCL.To introduce additional companies to reproduce a new version of the existing NCL and CARNS would risk incompatibility with the existing training products that are designed to function and perform identical to what is currently installed on Army watercraft. Furthermore, the NCL and CARNS training is integrated with other C4ISR Maritime training simulation stations which would require update extensive updates if another source was selected.
