- SPECIAL NOTICE Intent to Sole Source to the Texas General Land Office (GLO) for the Texas Coastal Ocean Observation Network (TCOON) U.S, Army Corps Engineers (USACE) Ft. Worth, TX intends to award on a sole source basis a contract to the Texas GLO to provide near-real time transmission of water level data along the Texas coast under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, 10 U.S.C.2304(c)(1). The TCOON contract is to provide near-real time transmission of water level data along the Texas coast as described below will be for one (1) base year with four (4) option years and an additional option to determine the Mean Lower Low Water (MLLW) vertical datum(s) along the middle & upper reaches of the Gulf Intracoastal Waterway (GIWW) - Channel to Victoria. The TCOON services contract requires that the contractor's network collect, transmit, and archive extensive physical and environmental data throughout the Gulf Coast of Texas through its network of platform stations, NOAA satellites, and land monuments. The datum is required for the following mission purposes: • Transmit 12 months of water-level data, collected from the Lat/Long locations identified on the TCOON web page, http://www.tcoon.org, to National Ocean and Atmospheric Administration (NOAA) satellites, in full compliance with the National Water Level Observation Network (NWLON) data standards as posted on the web site http://tidesandcurrents.noaa.gov/pub.html. • Navigation Mission: Water level data utilized for processing hydrographic surveys for channel condition reporting and determining maintenance dredging; and for construction and maintenance of dredged material disposal areas. • Flood Risk Management: Water level data utilized for controlling water levels within the Buffalo Bayou Flood Risk Management project; • Disaster preparedness and Response Mission: Data generated from DCPs is used for inundation and surge modeling critical to inform storm preparedness and response actions; and • Regulatory Mission: Water Level data is utilized to establish vertical datum(s) for new work and maintenance dredging permits issued by the Galveston District Regulatory Division. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement, including commercial communications product information and past performance information on similar projects performed in the past five years. Responding interested parties shall also identify their firm name, point of contact, title, address and telephone number. All responses received within fifteen (15) days after date of publication (17 Oct 2014) of this synopsis will be considered by the Government. Responses shall be received in writing through electronic submission no later than 3:00 P.M., Galveston, Texas, local time, on 17 Oct 2014 to traci.d.robicheaux@usace.army.mil. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
