- Request For Information (RFI): Overhaul/Repair/Testing of T700-401C Engines/Modules/Components of USCG MH-60T Aircraft This RFI is issued solely for information and planning purposes and to identify interested sources. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is subject to change and is not binding on the Government. Further, unsolicited proposals will not be accepted. Funding is not available at this time. The United States Coast Guard (USCG) has not made a commitment to procure any of the services discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP if any is issued. If a solicitation is released, it will be synopsized in the Federal Business Opportunities (FedBizOps) website, www.fbo.gov. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this subject. SOURCES SOUGHT OBJECTIVE: The USCG Aviation Logistics Center (ALC) requests capability statements from interested companies for the purpose of identifying potential sources capable of overhaul/repair/testing of T700-401C engines and repairing various engine modules and components. The company must be the OEM or OEM (GE) certified and have access to all necessary maintenance, repair, and overhaul manuals, performance and test acceptance criteria, and data to ensure that the equipment is modified, calibrated, and operating in accordance with current specifications. Parts that are broken and parts within 1350 hours of their life limits must be replaced. All foreign matter and corrosion must be removed. In addition to submission of a capability statement please provide responses to the following questions: 1. Is your company the OEM or is your company OEM certified? Does your company currently provide overhaul, testing, and repair services of T700-401C engines in addition to repairing various engine modules and components? What is the period of performance and contract number? Please provide a technical and contractual Point of Contact (POC). 2. Where is your repair facility located? Do you have all parts, material, labor, tooling, fixtures, jigs, repair manuals, test equipment, and facilities necessary to perform this type of repair? 3. Is your company capable of performing overhaul/repair/testing for all NSNs identified? If not identify which your company is capable of performing. 4. Is your company a large or small business? If small, define your company's socioeconomic classification. 5. If your company is a small business, are you capable of performing at least 50% of the work, in order to comply with FAR Clause 52.219-14, specifically 52.219-14(c)(1), "At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern."Does the company send out work to subcontractor? If so, how much work and what type of work is subcontracted? 6. Does the company maintain permits for their facilities? (example EPA, OHSA) What type of permits? 7. Does the company offer warranty on repairs? If yes what is the standard warranty? 8. Is your company ISO 9001/14001 certified? 9. How long has your company been in the Aviation Repair Industry? 10. Does your company provide releasable drawings/repair schemes to the customer for review? 11. What type of contract does the commercial marketplace use for this kind of aircraft repair/overhaul/testing? How is it priced? 12. Does your company have the ability to obtain all specifications described in the OEM specs? 13. Does your company have a testing facility and the capability to test GE T700-401C engines and engines modules? 14. Is this work exempt from the Service Contract Act or does it apply? State exemption if applicable. 15. What information does your company need from the Government to provide a Firm Fixed Price proposal for this type of work? 16. NAICS code 336412, Aircraft Engine and Engine Part Manufacturing with a Small Business Size Standard of 1,000 employees is considered appropriate for this acquisition.
