- Request For Information (RFI): MH-60T Aircraft External Fuel Tanks This RFI is issued solely for information and planning purposes and to identify interested sources. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is subject to change and is not binding on the Government. Further, unsolicited proposals will not be accepted. Funding is not available at this time. The United States Coast Guard (USCG) has not made a commitment to procure any of the supplies discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP if any is issued. If a solicitation is released, it will be synopsized in the Federal Business Opportunities (FedBizOps) website, www.fbo.gov. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this subject. The USCG Aviation Logistics Center (ALC) requests capability statements from interested companies for the purpose of identifying potential sources capable of providing 120 Gallon and 80 Gallon Aircraft External Fuel Tanks used on the USCG MH-60T aircraft. The National Stock Number (NSN) and Part Number (P/N) are listed below: 120 Gallon Fuel Tanks: NSN: 1560-01-HS1-0104, P/N: 70307-82000-055 or NSN: 2915-01-HS2-8232, P/N: HM043-010-31 80 Gallon Fuel Tanks: NSN: 1560-01-HS1-0570, P/N: 70307-82220-042 or NSN: 2915-01-HS2-8231, P/N: HM043-610-11 The North American Industry Classification System (NAICS) code is 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing with a Small Business Size Standard of 1,000 employees. Manufacturers of the fuel tanks shall be certified by Naval Supply Weapons Systems Support (NAVSUP WSS), Philadelphia, PA or U.S. Coast Guard, Aviation Logistics Center, Medium Range Recovery Product Line Engineering Element. Please respond to the following questions in addition to submission of your company's capability statement: 1. Does your company currently manufacturer the required 120 and 80 Gallon external fuel tanks? If so, who is the customer? What is the period of performance and contract number? Please provide a technical and contractual Point of Contact (POC). 2. Is your company certified by Naval Supply Weapons Systems Support (NAVSUP WSS), Philadelphia, PA or U.S. Coast Guard, Aviation Logistics Center, Medium Range Recovery Product Line Engineering Element to manufacturer the required 120 and 80 Gallon external fuel tanks? 3. Where is your company's manufacturing facility located? Does your company have all parts, material, labor, tooling, fixtures, jigs, repair manuals, test equipment, and facilities necessary to manufacturer these types of tanks? 4. Is your company a large or small business? If small, define your company's socioeconomic classification. 5. If your company is a small business, are you capable of performing at least 50% of the work, in order to comply with FAR Clause 52.219-14, specifically 52.219-14(c)(1), "At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern."Does your company send out work to subcontractors? If so, how much work and what type is subcontracted? 6. Does your company offer warranty on these tanks? If yes what is the standard warranty? 7. What is your company's standard delivery time and terms for these tanks? 8. Are these items treated as commercial or non-commercial by your company? 9. What information does your company need from the Government to provide a Firm Fixed Price proposal for this type of supply? 10. Does your company have any other questions or concerns?
