Description
FTF Ag Inputs J&A for mod 01 This is a request to approve modification of Contract No: AID-617-C-13-00001 for implementation of the USAID/Uganda Feed the Future Agriculture Inputs Activity by increasing the total contract ceiling by $2,514,605 from $7,499,773 to $10,014,378. This action would permit Tetra Tech ARD to achieve scaling agricultural technology results in the remaining life of President Obama's Feed the Future (FtF) Initiative. This modification does not include any extension to the period of performance nor does it include substantial changes to the Scope of Work (SOW). The contract period of performance is from November 19, 2012 to November 19, 2017. The central objective of the cost plus fixed fee contract is to increase production of Uganda's priority FtF crops through the appropriate use of high quality agriculture inputs (e.g. seeds, fertilizers, pesticides, herbicides, and light equipment). This is to be achieved through increasing the availability of high quality inputs to farmers in FtF districts, decreasing the prevalence of counterfeit inputs, increasing awareness, benefits and proper usage of inputs, and improving domestic regulatory, and advocacy capacity for agriculture inputs. Adoption of new technology, such as improved inputs is critical for increasing incomes of rural households in Uganda. Using full and open competition for this modification would result in additionalcosts to the government as well as unacceptable delays. " As documented herein, this action is authorized by 40 U.S.C. 474 and AIDAR 706.302-70(b)(5) based on impairment of foreign programs specifically:" An award for the continued provision of highly specialized services when award to another would result in substantial additional costs to the government or would result in unacceptable dealys."
