Description

The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole source, one year Firm Fixed Price (FFP) Delivery Order (DO) with an estimated value of $4 million dollars under Basic Ordering Agreement (BOA) N00019-12-G-0008 with Insitu Inc., 118 E. Columbia River Way, Bingen WA. The specific equipment includes the RQ-21A Launcher Assembly and Recovery System, GPS Equipment Modules (GEM), Antenna Interface Modules (AIMs) and Propulsion Module Assembly (Shielded Servo) Engines. This equipment is required to maintain the RQ-21 Program during flight testing and initial deployment. The Government does not own adequate data rights needed to perform this effort. Insitu is the only source that can operate and maintain this RQ-21 system. The proposed contract action is for services and supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The authority permitting other than full and open competition is Title 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
