- FOR PLANNING PURPOSES: The purpose of this notice is to provide industry with information regarding a potential Broad Agency Announcement (BAA) for Alternative Energy and provide information on an upcoming industry day. This pre-solicitation notice is not to be construed as a formal solicitation (White Papers or a Request for Proposal (RFP)). The Government does not intend to award a contract on the basis of this notice. This notice is for information and planning purposes only. The Government will not provide reimbursement of costs associated with any communication submitted in response to this notice. No documentation is being requested to be submitted at this time and will not be accepted. INDUSTRY DAY: An industry day for the potential BAA will be held on 23 October 2014 at the Atrium at National Composite Center, 2000 Composite Drive, Dayton, Ohio 45420, beginning at 0800 local time. The purpose of the industry day is to familiarize potential offerors with Air Force energy and efficiency issues. The industry day will consist of briefings by the Contracting Officer, Mrs. Amanda Smith, and the Technical Point of Contact, Mr. James Vital. The industry day is unclassified and for informational purposes only. NO classified information or technology may be discussed at this industry day. Attendance is not a prerequisite for submitting a proposal. However, it will provide a valuable opportunity for potential proposers to have questions answered. If you would like to submit a question prior to industry day, please contact the Contracting Officer, Mrs. Amanda Smith at amanda.smith.24@us.af.mil AND the contract negotiator, Andrew Williamson at andrew.williamson.7@us.af.mil. Responses to the questions will be posted on FedBizOpps. Participation in the industry day is voluntary and there is no fee to attend. Attendance will be limited to two representatives per company. If an offeror plans to attend please provide the names of those attendees to Lt. Derek DeWald by CLOSE OF BUSINESS ON 17 OCTOBER 2014. Send an "Intent to Attend" e-mail to Lt. Derek DeWald at derek.dewald.2@us.af.mil, containing the name of the contractor, the POC, the number of people attending, and each attendee's name. This industry day will be kept at distribution A. On site registrations will be accepted, but are not preferred. TECHNICAL DESCRIPTION: The Objective of this effort is to meet the intent of the USAF Energy Strategy Plan. The Air Force is working to identify best practices and implement solutions to improve its energy security posture. The topics below are the potential areas that will be the focus of the upcoming BAA. 1) Improved mission planning and operations. Fuel efficiency initiatives -- improvements to flight control software to reduce fuel burn, technologies to improve operations or training to reduce fuel use such as flight test application to measure, track and record fuel efficiency parameters. Fuel conscious mobility requirements and mission planning and execution, Airspace utilization and efficient navigation, avionics upgrades for tighter vectors. Real-time fuel optimization (consumption/emissions) using advanced intelligent control systems. 2) Advanced light-weight materials or weight reduction strategies. For example, review and reduction of required cargo or logistics materials, fuel ballast reduction, alternative structure materials for KC-135 floor replacement. 3) Airframe Aerodynamic efficiencies, Drag Reduction. For example, drag reduction devices (finlets/mircovanes) for C-17, Advanced drag reduction techniques for the C-130 (winglets, tanklets, ullage utilization, conformal antennae). 4) Traditional alternative energy demonstrations, such as reduced or net zero installation energy use, implementation of renewable energy, or innovative energy efficiency strategies that will illustrate cost savings. For example, peak load shaving study, demand-response, or utilization of vehicle to grid operations to offset utility costs; Flight Line Operations Energy efficient technologies to replace existing flight line assets, ground support energy, industrial process energy; Electric power AGE equipment, advanced batteries, or micro-generators. 5) Radar Efficiencies and Effectiveness, Energy-efficiency improvements to large remote radar systems, R&D for radar or software upgrades for better performance near wind farms to reduce mission risk. For example, develop validated tool for AF to respond to the 2011 NDAA Sec 358 that requires DoD to scientifically evaluate mission impact of encroaching projects. 6) Propulsion improvements to the legacy fleet offer the potential of large energy savings for the Air Force. Industry regularly updates its fleets with improvements to fan, turbine section, seals, combustors, generators, gearboxes, and improved lightweight materials and these mature technologies could be used to upgrade Air Force systems. Technology also exists to improve the energy efficiency of unmanned systems. Technologies include conversion of aircraft to logistically supportable fuels, improvements to engine fans, turbine sections and combustors, and the use of lightweight materials. In addition, improved batteries and fuel cells have been demonstrated to reduce energy requirements for small UAV's in deployed applications. THIS IS A PRE-SOLICITATION NOTICE ONLY: It is anticipated that a BAA providing more details into this program will be released in late October 2014 to early November 2014. The BAA will be made available at www.FedBizOps.gov. The anticipated funding for the program is up to $35,000,000 (FY14). This funding profile is an estimate only and not a contractual obligation for funding. All funding is subject to change due to Government discretion and availability. Potential offerors should be aware that due to unanticipated budget fluctuations funding in any or all areas may change with little or no notice. Contract awards are anticipated to range from $1,000,000 to $4,000,000. Contract awards with aviation demonstration requiring flight tests could be anticipated to range from $1,000,000 to $8,000,000. However, we reserve the right to award larger or smaller research contracts. SECURITY: All contractors shall participate in all activities associated with the disciplines of the organization's Industrial Security, Information Security, Personnel Security, Operations Security (OPSEC), and Antiterrorism, following appropriate measures in each program as required for this particular contract. These are required in an effort to reduce program vulnerability from successful adversary collection, exploitation of critical information, and violations of export control requirements. The prime contractor will ensure that all subcontractors, if required, conform to these requirements as required by the prime contractor. Guidance can be provided by AFRL/RX Security as needed. Program Protection Plan (PPP) - Any potential critical program information (CPI) generated as part of this effort will be reviewed to determine the need for a PPP.
