- SYNOPSIS: The U.S. Army Corps of Engineers (USACE), Middle East District (TAM) is seeking preliminary information, for market research purpose, from capable and reliable sources who may be interested in submitting a proposal to perform Design-Bid-Build (D-B-B) construction of the multiple facilities ALU Depot, in Qatar. This project is located in Qatar. The resultant contract will be awarded a firm-fixed price contract. PROJECT SCOPE: This project will have construction of: Scope- Site: Interior Fences, Wash/Teardown Pad, Radar Hardstand, Patrol Roads, Asphalt Roads, Truck Barriers, Security Barriers, Motorized Gates, and Site Utilities [water, sewage, electrical]. It is assumed that there will be no connections to local utilities. Scope-Facilities: Spare Parts Storage, Hazmat Facility, Soldiers Mess [Kitchen], Maintenance Office, SICO Office, Training Facility, SICO Storage Building, Communications Tower, High Bay Facility, SICO Security Office, Guard House [2], Military Police Office, Security Pass/ID, Calibration Lab, Water Storage Tank, Sewage Holding Tank, Power Plant [generators, fuel storage], frequency converter shelters. Interested Contractors must also consider the following requirements: a. The Period of Performance is anticipated to be 730 calendar days. b. The magnitude of construction for the ALU Depot is between $25,000,000.00 and $100,000,000.00. PROPOSAL PROCEDURES: The Government is considering the use of Request for Proposal (RFP) (FAR Part 15) procedures for this project. The intent is for the RFP to be issued One Step Full and Open Solicitation. The Best Value Trade-off (BVTO) contracting method may be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the RFP. This acquisition may result in a single fixed price construction contract award based on BVTO determination. SUBMISSION REQUIREMENTS: a. Provide your experience as a Prime Contractor completing large construction projects consisting of multiple facilities of varying complexity, extensive site utility work [electrical, water, sewer, communication, fire protection], site grading, and road construction. Provide a list of projects completed by your company that demonstrate your recent experience and ability to perform similar scope and size projects. The submission must include at least one project valued at least $50 Million in size or more. b. Provide qualifications of your Key Personnel/Designer of Record's [Project Manager, On-Site Construction Superintendent, Safety Officer, Project Scheduler, Quality Control Manager] in their assigned job position on this project as it relates to construction of multiple facilities of varying complexity, extensive site utility work [electrical, water, sewer, communication, fire protection], site grading, and road construction. c. Provide information on whether your firm possesses a current business license to work in Qatar and your capability for teaming arrangements. d. Provide your experience/capabilities to employ US/local/foreign nationals to work in Qatar for the duration of project. e. Provide your capabilities for obtaining Performance and Payment Bonds or other acceptable sureties for this project in accordance with FAR Clause 52.228-15. Firms submitting responses shall provide information on the projects that prove you can meet the qualifications criteria listed above, with contract number, project location, description of work, roles in the project execution and other references including subcontractors. The interested firms must complete Attachment 1, as part of your submission. The proposals may be due on or about 10 October 2015. Contract award is scheduled on or about 31 December 2015. This notice is for market research purposes only and is not a request for proposal (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
