- The Department of Transportation, U.S. Maritime Administration's Division of Atlantic Operations intends to solicit quotations for a shipyard to perform a regulatory drydocking and a n ABS Special Periodical Survey #9 for a Non-ESP Cargo Ship (non-tanker, which is greater than 15 years of age) for the Training Vessel KINGS POINTER. The T.V. KINGS POINTER is a U.S. Government owned training ship provided to the United States Merchant Marine Academy for the purpose of training young men and women for a career in the U.S. Maritime Industry. All work performed by the Contractor shall serve to accomplish the requirements of 46 CFR Part 61 and ABS Rules 7-3-2/5 as they relate to the various other items in the Statement of Work. Other p lanned out of water repairs and inspections will include but not limited to: anchor chain and sea valve inspections, steel renewal, underwater hull plate inspection and repairs, and underwater hull paint system repairs. All inspections and repairs will comply with all American Bureau of Shipping (ABS) and U.S. Coast Guard (USCG) requirements. Repairs will be accomplished at a Contractor's facility. Performance/Availability Period: The start of the availability period for this requirement must be no later than January 5, 2015. The ship shall be prepared to depart the U.S. Merchant Marine Academy and sail to the Contractor's facility with an estimated 7 day transit. The shipyard availability must be completed no later than March 4, 2015. The complete solicitation package will be posted to FEDBIZOPPS on or about October 6, 2014 with a response date sufficient to allow competitive quotes. All companies submitting a quote must be a registered to provide goods or services to the U.S. Federal Government. The site to register or renew registration is the Systems for Award Management (SAM's) at https://www.sam.gov/portal/SAM/#1 The Department of Transportation, Maritime Administration does not hold electronic drawings or Technical Manual literature for subject vessel. Potential offerors shall request in writing to the Acquisition Contracting Officer (ACO) and request hard copy drawings be provided for this solicitation. The complete solicitation package will be posted on this website on or about October 6, 2014. The T.V. KINGS POINTER, the U.S. Merchant Marine Academy, and the Agency shall coordinate site visit date and details will be provided in the solicitation. ATTENTION: Small and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
