- Description
- The Naval Air Systems Command (NAVAIR) intends to award on a sole source basis a modification to Delivery Order 0028 under Basic Ordering Agreement (BOA) Number N00019-11-G-0018 to Rockwell Collins Government Systems (RCGS), Inc. of Cedar Rapids, Iowa. The purpose of this contract action is to add the P-3C and E-2C Control Display Unit (CDU-7000) and Multi-Function Displays (MFDs) software upgrade that will incorporate the Automatic Dependent Surveillance - Broadcast (ADS-B) (Out) capability. This software capability will provide required data to the AN/APX-123 transponder, as well as provide the required controls and displays to the P-3C and E-2C pilot and co-pilot. The Federal Aviation Administration mandates a nationwide transition to ADS-B technology by 2020 as a part of the Next Generation Air Transportation System (NextGen) architecture. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy the requirements." RCGS is the sole designer, developer and Original Equipment Manufacturer for the E-2C and P-3C Communication, Navigation, and Surveillance / Air Traffic Management aircraft cockpit. Accordingly, it is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support these systems. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. No contract will be awarded on the basis of offers received in response to this notice. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement is within the discretion of the Government. No phone inquiries will be entertained.
