Description
This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantaged or service disabled veteran owned small business/veteran owned small business) relative to NAICS 623220, Residential Mental Health and Substance Abuse Facilities (size standard $7 Million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of responses to this sources sought synopsis, a solicitation announcement may be published on the FedBizOpps website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement separately, in addition to responding to this sources sought announcement. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 17, is seeking potential contractors to provide Inpatient Drug and Alcohol Rehabilitation Services to homeless veterans in the Austin, TX catchment area. Inpatient Drug and Alcohol Rehabilitation Services will be funded and managed by the Central Texas Veterans Health Care System (CTVHCS) - Temple VA Medical Center, 1901 Veterans Memorial Drive, Temple, TX 76504-7451. The contractor shall provide the facility or plans for a facility, clinical staff or plans for a clinical staff structure, administrative support or plans for administrative support structure, equipment and labor necessary in an inpatient environment or plans for what equipment and labor will be necessary in an inpatient environment. ****PLEASE NOTE IF YOU CURRENTLY DO NOT HAVE A FACILITY BUT WOULD LIKE TO OPEN A NEW FACILITY THAT THE CTVHCS SOCIAL WORK PROGRAM OFFICE WOULD WORK IN DEVELOPING AN INPATIENT SUBSTANCE ABUSE FACILITY FOR HOMELESS VETERANS WITHIN THE AUSTIN TX CATCHMENT AREA, HOWEVER IT IS VITAL THAT YOU INCLUDE A CONCRETE BUSINESS PLAN WITH PROPOSED SITES FOR THE PHYSICAL LOCATION, A PROPOSED FLOOR PLAN OF THE SITE AND A PROPOSED STAFFING/OPERATIONAL PLAN ON HOW YOU WILL PROVIDE SERVICES TO HOMELESS VETERANS WITHIN THE AUSTIN TEXAS CATCHMENT AREA THAT REQUIRE INPATIENT SUBSTANCE ABUSE TREATMENT****** The CTVHCS Social Work Program Office will present homeless veterans to the contractor for inpatient treatment services. The contractor will have no less than fifteen available spaces to provide the CTVHCS Social Work Program Office. It is possible that the resultant solicitation will be awarded to multiple vendors to maximize the number of homeless veterans receiving this vital care. If you are interested and capable of providing the required services please provide the requested information as indicated below. The intended contract period will be for one base year and four, one year option periods, which is to begin on or about January 1, 2015. Responses to this notice should include a company name, address, point of contact (Name, Phone Number and e-Mail address), size of the business pursuant to the following questions: 1. Is your business small? 2. If small, does your firm qualify as a small, emerging business or small disadvantaged business? 3. If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act? 4. Is your firm a certified HubZone firm? 5. Is your firm a woman owned or operated small business? 6. Is your firm a certified as a Service Disabled Veteran Owned Small Business or Veteran Owned Small Business? The proposed inpatient treatment centers must be within the greater Austin, TX metropolitan area. Payments will be made on a per patient per day rate. All vendors/contractors must be registered in the System for Award Management - www.sam.gov - to be eligible for any government contract. Failure to be registered in the System for Award Management will result in award to the next qualified vendor. Responses to this notice shall be e-mailed to the attention of Jennifer L. Telephone, mail or fax responses will not be accepted. Responses must be received no later than October 17, 2014 at 4:30 PM CST. This notice is to assist the VA in determining sources only. The solicitation is not currently available. If a solicitation is issued it will be announced at a later date and all interested vendors must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
