- By way of this Notice, and in accordance with FAR 6.302-1, the Norfolk District U.S. Army Corps of Engineers announces its intentions to award on a sole source basis, a follow on Firm Fixed Price Architect-Engineering Contract to Jacobs/Ammann & Whitney (Jacobs), a joint venture, 299 Madison Avenue, Suite 1, Morristown, NJ 07960-6166. Jacobs, as Designer of Record (DOR), completed the 100% design documents for the Millennium Expansion project located at Arlington National Cemetery (ANC), Arlington, Virginia. Through the issuance of W912DS-10-D-0002-EA01, Jacobs as Designer of Record (DOR) completed the 100% design documents for the Millennium Expansion project located at Arlington National Cemetery (ANC), Arlington, Virginia. The follow-on contract is necessary to complete the required DOR construction phase services associated with the construction of the project as well as to address evolving project requirements through supplemental design services integrally linked to the original full design, as required. Jacobs will not perform work for any other project or program under this specific contract action. The work will consist of performing the necessary AE construction phase services, including site visits, responding to Requests for Information (RFI's), reviewing shop drawings and providing technical assistance to the construction contractor. Work will also consist of supplemental design labor as required for the Millennium Expansion Project at Arlington National Cemetery, Arlington, Virginia in strict compliance with the requirements included in the approved DD Form 1391 for the project and the 100% design already completed by Jacobs. Background: The Millennium Expansion is a 27-acre expansion project at Arlington National Cemetery to provide nearly 30,000 burial and niche spaces to the cemetery. The project was initiated in the late 1990s when Congress identified a need for expansion of Arlington National Cemetery. Original design proposals developed in 2006 posed a significant environmental impact to the surrounding areas which was met with significant public opposition. Alternative designs were developed between 2006 and 2010. As part of this initiative, the Army Corps of Engineers Norfolk District was tasked with procuring a new, more environmentally-friendly design for the Millennium Expansion which incorporates as much of the existing quote mark Arlington Woods quote mark as possible. This project required extensive consulting with local, state, and federal agencies and organizations in the development of the design. The design retains as much of the existing vegetation as possible, including all trees greater than 145 years old, and incorporates new native vegetation. Jacobs developed the full design under contract W912DS-10-D-0002-EA01 issued on 08 August 2012. To date, there have been 12 modifications to the contract bringing the total dollar amount of the contract to $4,042,792.27. The final, stamped design documents for construction were completed on 3 June 2013. The period of performance for this existing task order ends on 17 December 2017 to accommodate the full construction schedule of the project. The capacity available under the current IDIQ contract vehicle is exhausted. Additional work is required to continue to support construction efforts through the completion of the project in accordance with the project management plan. The Classification Code for this procurement is North American Industry System (NAICS) 541330, with a small business size standard of $15 million. This notice does not constitute a solicitation for offers, proposals, etc. However, all potentially responsible sources may submit a response NO LATER THAN the close of business on October 14, 2014. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Statements should be sent to the attention of Paula M.
