Description
Scope of Work The purpose of this announcement is for market research purposes to determine what capable businesses are available that can support our 19 NOAA All Hazards Radio (NWR) transmitter sites in the State of Wyoming. The government is anticipating a base year with four additional one year option periods. The National Weather Service (NWS) is a component of the National Oceanic and Atmospheric Administration, with a core mission of protection of lives and property of the people of the United States and our territories. The NWS currently has 1,000 NWR transmitters operating Nationwide, and this network is our primary system of notification for general forecast data, watch and warning dissemination, Amber Alert dissemination, and natural or manmade disaster alert and dissemination to our customers, and is a integral part of or forecast mission and process. This network must be available 24 hours a day, 7 days a week, 365 days a year, with only limited service interruptions regardless of conditions at the transmitter site. Some of the potential work that may be required under these requirements would include all emergency corrective actions, regularly scheduled preventive maintenance actions, as well as facilities to house the equipment, logistics support, support of emergency power generator and power utility services, and a support of the terrestrial telecommunications interfaces at all of the sites so that we may disseminate watch warning and forecast data to the public we serve. Due to the adverse nature of the terrain and the weather in the state of Wyoming, the offeror will need to have the resources at their disposal that will allow them to access the NWR sites if roads are impassable by winter weather conditions. These resources could include snowmobiles, All-terrain vehicles, Snow Cat, or any other legal form of specialized off road transportation. These vehicles must be permitted to operate on public land, and must be acquired by the offeror at no additional cost to the government. A draft of the scope of work is attached. Responses to this request for information shall not constitute responses to any request for quote, which is not currently available. No request for quote currently exists; therefore, do not request a copy of the request for quote. The decision to solicit for a contract shall be solely at the Governments discretion. This request for information is not to be construed as a commitment by the Government, nor will the government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any government assessments. The Governments evaluation of the capability statement received may factor into whether any forthcoming request for quote will be conducted as a small business set-aside, full and open competition, or sole-source procurement. Firms that believe they are capable and interested in providing these services may submit a capability statement which shall be considered by the agency. The capability statement shall be no more than ten (10) pages in length and shall address the following topics: -Organizations name, Address, Phone Number, Email, and Point of Contact Information -Brief summary describing your organization and how it fits into this requirement. -Description of any work (similar to the governments requirements) done previously with name of business and organization, date of award & completion, and estimate award value. -ability to provide all manpower, logistics and facilities resources to maintain the NWR transmitter and infrastructure to the response and restoration criteria defined in the attached statement of work. -Ability to pass all security and background clearances in accordance with the US Department of Homeland Security, as well as the security requirements of the State and local governments required for the area of service. -Indicate experience and working knowledge of moderate power (300W to 1KW) RF transmitters manufactured by Scientific Radio Systems (SRS), Armstrong, and Crown Electronics. Nautel, and Continental Electronics Corporation FM transmitters will be added to our fleet beginning FY 15, so the offeror will need to indicated experience on those brands of FM transmitters as well. -Include your business size classification (e.g. large business, small business, 8(a), HUBZone, SDB, SDVOSB, WOSB, VOSB, etc. for the GSA Schedule contract) Email capability statements to Joan Clarkston (joan.e.clarkston@noaa.gov) with the following subject heading: "NWR-WY-1 NOAA National Weather Radio Wyoming - Capability Statement."
