- NOTICE OF SOURCES SOUGHT SPECIFIC KNOWLEDGE AND EXPERIENCE REQUIRED FOR DOD NATURAL RESOURCES (NR) PROGRAM SUPPORT The DoD Natural Resources Program (NR Program) supports the military's combat readiness mission by ensuring continued access to realistic habitat conditions, while simultaneously working to ensure the long-term sustainability of our nation's priceless natural heritage. The NR Program achieves these goals by providing policy, guidance, and oversight for management of natural resources on approximately 28 million acres of military lands. All qualified and experienced sources are encouraged to respond to the Notice, including small businesses, 8(a) small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, and women-owned small businesses. Potential sources should have verifiable experience with national natural resources policy and management issues. The ideal sources will provide examples of recent and relevant contracts (3 to 5 years), with contract number, dollar value, period of performance and scope of work, which demonstrate the following specialized knowledge and skills: • Understanding of DoD-unique legislative and policy requirements, including those related to the Sikes Act, the Endangered Species Act, the Migratory Bird Treaty Act, DoD Instruction 4715.03 "Natural Resources Conservation Program," and DoD Manual 4715.03, "INRMP Implementation Manual." • Ability to develop and evaluate natural resources-related metrics. • Familiarity with and ability to update DoD-specific natural resources management tools, training, reports, and outreach materials. • Ability to communicate effectively under tight deadlines with internal and external stakeholders, including other DoD offices, non-governmental organizations, state governments, and other federal agencies.
