RFI VA119-14-N-0270 Questions and Answers 1.QUESTION: Will the government provide additional information, and perhaps clarification of the term 'volume buy', as it applies and used within government purchasing and contracting regulations? ANSWER: Under the MSPV program, It is VHA's intent to purchase VHA corresponding requirements under the best possible discounted prices using volume purchase concepts, the larger the purchases, the lower the unit prices. 2.QUESTION: Will the government provide additional information allowing for a better understanding of cost efficiencies sought by VA P&C offices and other ordering activities within a VAMC. ANSWER: Cost efficiencies will encompass the entire spectrum of savings that will be expected to be achieved under the MSPV program. Examples include economies of scale, volume purchases, the use of technology and personnel, and other cutting-edge ideas and best practices. End
