- ****ATTENTION*****ALL FORMAL COMMUNICATION RELATED TO THIS ACQUISITION MUST BE DIRECTED TO LAURIE A. HEWITT, CONTRACTING OFFICER, CCAM-ALL, VIA email: laurie.hewitt@us.army.mil, or fax number (256) 955-9237.. NO TELEPHONE REQUEST WILL BE ACCEPTED. The contractor shall provide the necessary Program management or Project engineering effort to respond to Fleet Sustainment related customer requests including working groups, action teams, and informal planning meetings, Rough Order of Magnitude (ROM) estimates, preparation of draft Statement of Work (SOW), Engineering Coordination Memorandums and Engineering Change Proposals (ECPs) in support of the OH-58D Kiowa Warrior Control Display System (CDS). The period of performance for this effort is 16 December 2014 thru 15 December 2015 and is a contract extension to W58RGZ-12-C-0038. Authority and Justification for other than full and open competition is 10 U.S.C. 2304(c)(1). The proposed procurement is for services and supplies which cannot be obtained through full and open competition because only one responsible source is capable of satisfying the Agency's requirements, FAR 6.302-1. The intended source is Honeywell Incorporated, Defense Avionics Systems, Albuquerque, New Mexico 87113-2227, CAGE Code: 07187, the only known source capable of performing this work in the timeframe required to satisfy the Army's minimum needs. All responsible sources may submit a proposal which shall be considered by the Agency. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of solicitation; however, solicitation will not close prior to the closing date stated above. Foreign Firms are reminded that all requests for solicitation must be processed through their respective embassies. All prospective manufacturers, or distributors, seeking to compete for a solicitation for Aviation and Missile Command (AMCOM) Spares, for any restricted source parts, are required to be an AMCOM approved source. To obtain approval, vendors must submit a SAR package, for review and approval, to the Engineering Directorate (ED), Quality Engineering Division. Source approval must be obtained prior to being considered for contract award. Approvals are made on an individual part number basis for a specific manufacturing location (CAGE). Firms are encouraged to seek source approval in order to compete for future solicitations by following the SAR submission guidance provided on the website http://amcomdmz.redstone.army.mil/casl_cmo/casldba.casl_cmo_samsar.
