- J&A for GSA-FEMA Canned Water Requirement for Guam-Hawaii The United States General Services Administration’s (GSA), Federal Acquisition Service (FAS) Emergency Acquisition Branch on behalf of the Federal Emergency Management Agency’s (FEMA) Logistics Management Division (LMD), in accordance with Interagency Acquisition agreement HSFE70-12-X-0236, proposes to enter into a noncompetitive, contract with Gonneville, Inc. to procure 260,000 12 ounce cans of canned water (195,000 to Hawaii Distribution Center (DC) and 65,000 to Guam DC) for delivery outside the contiguous United States (OCONUS) commencing September 30, 2014 through November 30, 2014. The statutory authority permitting other than full and open competition is 41 USC 3304(a)(1), as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Gonneville, Inc. is the only company that is able to provide 12 ounce canned water OCONUS within the time frame specified. Previous solicitations within the past six (6) months has resulted in Gonneville, Inc. being the only Vendor providing responses that meet the technical requirements established within the Government’s request for quotations (RFQs), serving as the sole provider for canned water.
