- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. The solicitation number is RFQ-DC-14-00259 and is being issued as a Request for Quotations (RFQ), in conjunction with FAR Subpart 13.5 - Test Program for Certain Commercial Items. The solicitation document and incorporated provisions are those in effect through FAC 2005-76. The applicable North American Industry Classification System (NAICS) Code for this procurement is 511130 - Book Publishers. This procurement is being conducted as a full and open competition. On 20 February 2014 a notice of intent to award a sole source was posted on the Federal Business Opportunities webpage (www.FBO.gov) and the U.S. Environmental Protection Agencys (EPAs) procurement opportunities webpage (http://www.epa.gov/oam/solam.htm) in accordance with FAR 5.2. Although no responses were received as a result of this notice, additional market research has indicated that this requirement is not suitable for a sole source award or a restricted competition to small and/or disadvantaged business. Therefore it has been concluded that pursuing this procurement as a full and open competition would be in the best interest of the government. The EPA, Office of the Administrator (OA), Office of Childrens Health Protection (OCHP) has a requirement for a vendor to provide technical assistance in the communication and distribution of OCHP Recipes for Healthy Kids and a Healthy Environment program message to educators, students, and families. This nine-lesson program is meant to excite kids about environmental health and empower them to take steps to improve the environment for their community and reduce their environmental risk.
