Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. The solicitation number is RFQ-DC-14-00259 and is being issued as a Request for Quotations (RFQ), in conjunction with FAR Subpart 13.5 - Test Program for Certain Commercial Items. The solicitation document and incorporated provisions are those in effect through FAC 2005-76. The applicable North American Industry Classification System (NAICS) Code for this procurement is 511130 - Book Publishers. This procurement is being conducted as a full and open competition. On 20 February 2014 a notice of intent to award a sole source was posted on the Federal Business Opportunities webpage (www.FBO.gov) and the U.S. Environmental Protection Agencys (EPAs) procurement opportunities webpage (http://www.epa.gov/oam/solam.htm) in accordance with FAR 5.2. Although no responses were received as a result of this notice, additional market research has indicated that this requirement is not suitable for a sole source award or a restricted competition to small and/or disadvantaged business. Therefore it has been concluded that pursuing this procurement as a full and open competition would be in the best interest of the government. The EPA, Office of the Administrator (OA), Office of Childrens Health Protection (OCHP) has a requirement for a vendor to provide technical assistance in the communication and distribution of OCHP Recipes for Healthy Kids and a Healthy Environment program message to educators, students, and families. This nine-lesson program is meant to excite kids about environmental health and empower them to take steps to improve the environment for their community and reduce their environmental risk. For more detailed information about this requirement please refer to the full Combined Synopsis/Solicitation, the Statement of Work (SOW), and Evaluation Factors, which are located in the attachment folder. If you are viewing this notice through the federal business opportunities (FBO) website (www.fbo.gov) you must visit FedConnect (www.Fedconnect.net) to access the referenced attachments (search the RFQ # or title in the public opportunities link). It is encouraged to utilize FedConnect for all agency communication, however, if need be, the agency point of contact for this requirement is Contracting Officer, Jennifer Kuhn who can be reached at kuhn.jennifer@epa.gov.
