Senior Aviation Advisor Nicosia, Cyprus Issuance Date: 09-29-2014 Closing Date: 10-10-2014 SOLICITATION NUMBER: PSC-14-052-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. MARKET VALUE: $81,535 - $119,737 (FS 02) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Nicosia, Cyprus 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The Bureau of International Narcotics and Law Enforcement Affair's (INL), Office of Aviation (INL/A) supports the interregional aviation program, playing an important and crucial role in the USG's efforts in both waging an aggressive and effective attack against the foreign drug and crime threat and providing general aviation support to meet the Department's needs. INL/A is responsible for the curtailment of the supply of illegal drugs from foreign sources into the United States through eradication of drug crops, interdiction of refining laboratories and trafficking activities, and other enforcement operations as directed by the Secretary. Other activities include inter theater and intra-theater airlift of cargo and passengers in support of U.S. Embassies through the use of fixed wing passenger and cargo airplanes. INL/A utilizes a fleet of rotary wing and fixed wing aircraft to support eradication, interdiction, Search and Rescue, air cargo, passenger movements, and utility/service support in hostile conditions in multiple overseas locations. Purpose: The SAA will serves as the senior aviation advisor responsible to the U.S. Ambassador for providing program implementation, direction, and execution oversight of INL/A provided aviation assets. The SAA facilitates high-level interagency coordination among the American Embassy, host nation, aviation support services contractors, and other participating agencies as required. As a Government Task Monitor (GTM), performs contract oversight on all aspects of the INL/A support contract resources and program, ensuring contractor meets contract required performance metrics, goals, and standards. The SAA monitors and evaluates aviation support services contractor's performance about maintenance, operations, safety, and logistics. Relationships: The SAA works under the direct supervision of the Management Counselor; however, the individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. The Advisor will coordinate directly with INL/A and the US Embassy for purposes of this program. Completed work is reviewed for timeliness and effectiveness. Duties and Responsibilities: 1. Perform oversight and evaluation of contractor operations. This oversight includes, but is not limited to, reviewing and recommending approval of waivers to published directives, authorizing use of Office of Aviation aircraft, reviewing contractor flight operations procedures, and monitoring contractor pilot proficiency. Submit weekly written reports of the contractor's performance and activities and provide comprehensive trimester award term input to the Contracting Officer's Representative (COR) regarding contractor performance. Direct and coordinate aircraft and personnel deployments and other missions authorized by the Chief of Mission. 2. Develop, coordinate, organize, and implement comprehensive operational systems and procedures. These operational systems and procedures include, but are not limited to the DoS Aircrew Training Program, DoS Aviation Operations Directives, DoS Guide to Aviation Training and Standardization, DoS Aircrew Training Manuals, INL/A Standard Operating Procedures, and Deployment Operations procedures. 3. Develop operational tactics and new training procedures (through the contractor INL/A training/standardization staff) for enhancing operations. Tactics and procedures include, but are not limited to Night Vision Goggle operations and overwater operations. 4. Provide operational direction and guidance to the contractor operations activities and personnel. 5. Provide direction and oversight for contractor aviation training and standardization. Implement DoS INL/A flight regulations, aviation training and standardization, and aircrew training programs. Oversee the aviation standardization and safety program. 6. Oversee activities of INL PSCs, contractors and local employed staff. 7. Provides both technical and operational oversight to the staff, and technical direction and management to contractor employees. Assist INL/A in planning work and setting deadlines, completion dates, and review and accept or reject final work. 8. Assign work based on work priorities, difficulty of the assignments, and capabilities of the employees. 9. Give advice and instruction to employees on both work and administrative matters. Identify training needs, find ways to improve the quality of work, and develop overall performance standards for contractor personnel. Minimum Requirements: 1. Must be U.S. Citizen able to obtain/maintain a DoS Secret security clearance and medical clearance, and ethics clearance, if applicable. 2. Expert knowledge of Aviation Aircrew Training and Standardization Programs, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. 3. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. 4. Expert knowledge of tactical employment of fixed and rotary wing aircraft in a general aviation support role to including capabilities, limitations and techniques of employment of aircraft used by INL/A. 5. Extensive experience as an aircraft operations officer/manager in a military or civil organization involved in the training and standardization of rotary wing pilots and fixed wing pilots, the tactical employment of aircraft in a high threat environment. 6. Expert knowledge and experience in the formulation of plans and policies pertaining to operations and unit level flight training activities. Should have a basic knowledge of command communications, government intelligence procedures, and flight operations procedures. 7. Specialized skill in the operation of aircraft as a pilot. 8. Proficient in Microsoft Office Suite. 9. Proven ability to complete the FSI Contracting Officer's Representative (COR) course within the first 120 days of assignment successfully. Desired Knowledge and Skills: • Prior Embassy and regional experience • Prior experience working with INL/A • Demonstrated experience working with contractor and foreign government personnel Evaluation Criteria: Factor 1: Contract Oversight (25 points) Demonstrated ability to oversee and evaluate a major aviation operation mission and develop, edit, and publish evaluation reports on program progress or lack thereof. Ability to implement corrective actions. Factor 2: Direct and Coordinate Actions (25 points) Demonstrated ability to direct personnel and coordinate the flight of aircraft for the purpose of general aviation support to include training and operational support for the program. Factor 3: Planning, organization (20 points) Demonstrated ability to plan, organize, and implement aviation operations, training and standardization programs. Must encompass all facets of an aviation program. Factor 4: Management (15 points) Demonstrated experience in aviation program management practices, knowledge, and use of regulations and guidelines, budget development and monitoring. Factor 5: Experience/Past Performance (15 points) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the USG reserves the right to utilize all evaluation information available at the time of evaluation, which is provided by applicant or obtained from other sources. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. VETERAN'S PREFERANCE Veteran's Preference is not applicable to this position.
