Description
PRE-SOLICITATION NOTICE for Design and Construction of a power plant at Site 9485, Israel THIS IS ONLY AN INFORMATIONAL NOTICE; THIS IS NOT A REQUEST FOR PROPOSAL. The U.S. Army Corps of Engineers, Europe District plans to enter into a Firm-Fixed-Price (FFP), Design-Build Construction contract for the design and construction of a power plant at Site 9485, Israel. Requirement: The proposed construction will be administered under Foreign Military Sales (FMS) and United States (U.S.) procurement law as and regulations. The contract will be awarded and paid in U.S. Dollars. This procurement will be restricted to U.S. firms only, in accordance with 41 U.S.C. 421, 48 C.F.R. Chapter 1, Federal Acquisition Regulation (FAR) 6.302-4 - International Agreement, and Defense FAR Supplement (DFARS) Part 225 - Foreign Acquisition. Contractors participating in this solicitation must be U.S. firms. Any Joint-Venture must be with another U.S. firm. Description of Work: The applicable North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction. Construction Magnitude: The estimated magnitude of construction is between $10,000,000 and $25,000,000. The maximum construction duration is 240 calendar days. Evaluation Criteria: Responses are desired from firms who can demonstrate recent experience and successful past performance in construction of similar facilities and effective performance management approach. The qualifications of the construction firm along with the submitted price will be evaluated by the Government and award will be made to the overall best value trade-off. Request for Proposal (RFP): The Government will post this synopsis and all subsequent amendments through the Army Single Face to Industry (ASFI) Acquisition Business website to the Government-wide Point of Entry (GPE) Federal Business Opportunities (FedBizOps). The request for proposal is anticipated to be available on or about 27 October 2014. The solicitation and all subsequent amendments will only be available electronically on FedBizOps website at www.fbo.gov. Offerors are encouraged to visit this website and become familiar with its contents and functionality prior to the solicitation issue date. It is the offeror's sole responsibility to obtain the solicitation and any subsequent amendments though this website. No hardcopies, faxes, or emails will be available. It is the responsibility of the contractors to check the FBO website frequently to ensure they have all available information. NOTICE TO OFFERORS: A Pre-Proposal discussion and a Pre-Bid site visit have been tentatively scheduled for the week of 05 November 2014. Contractors are highly encouraged to attend. System for Award Management (SAM): All offerors must be registered in SAM, formerly known as Central Contractor Registration (CCR) prior to award in order to be eligible to receive an award from any future solicitation.
