Description
This is a SOURCES SOUGHT NOTICE issued by the US Agency for International Development (USAID), Bureau for Management Office of Acquisition and Assistance, Division for Economic Growth, Education and Environment, Office of Energy and Infrastructure (M/OAA/E3/EI).The purpose of this notice is to gauge interest from small businesses to provide infrastructure services. The NAICS code for this action is 5413 Architecture-Engineer and other services. USAID seeks to determine the capabilities of small business under FAR 19.2 that are registered or licensed architect-engineer (A&E) firms. Interested A&E firms must be able to provide design, construction supervision, and other services. These services include but are not limited to: local capacity building and training, water resources, environmental/sanitary engineering, civil and industrial engineering, value engineering, industrial/chemical engineering and power and telecommunications to USAID/Washington and Missions for USAID's development assistance programs worldwide. Interested A&E firms must have the ability to work in disaster/conflict type situations and have extensive developing country experience. USAID/E3/EI is seeking capability statements from firms with experience in the following areas: SERVICES REQUIRED A. Agriculture and Food Security: Activities in this sector include planning, design, construction contract development and construction contractor oversight and training for irrigation systems and drainage basins; dams and storage reservoirs; erosion mitigation and flood control to include storm water drainage management; the exploration and development of groundwater resources; and the design of buildings, roads, ports, railroads, and bridges that support agriculture projects. B. Economic Growth and Trade: Activities in this sector include planning, design, construction contract development and construction contractor oversight and training for shipping and transportation systems such as roads, ports, railroads, and bridges; power generation, transmission and distribution. C. Education: Activities in this sector include planning, design, construction contract development and construction contractor oversight and training for schools; facility water supply and distribution systems; wastewater collection and disposal; information communication technology; and power supplies. D. Environment and Global Climate Change: Activities in this sector include planning, design, construction contract development, construction contractor oversight and training for hydro-electric dams and storage reservoirs; green buildings and sustainable construction; pollution mitigation technologies for power station systems burning oil, coal, and natural gas; and power generation from alternative sources (i.e. wind, hydropower, biofuels, solar, and biogas). E. Health: Activities in this sector include planning, design, construction contract development and construction contractor oversight and training for hospitals, clinics and warehouses; proper solid waste and medical waste collection, recycle, and disposal. F. Water and Sanitation: Activities in this sector include planning, design, construction contract development and construction contractor oversight and training for water resource management; urban and rural water systems; drinking water disinfection; watershed management systems; alternative water treatment systems; drainage basins and irrigation systems; dams and storage reservoirs; flood control programs; exploration and development of groundwater resources; domestic and industrial water supply; wastewater collection, treatment, and disposal; wastewater recycling; materials reuse; coastline erosion mitigation and flood control to include storm water drainage management; and proper solid waste collection, recycle, and disposal. G. Working in Crisis and Conflict: Activities in this sector include all of those previously listed. CAPABILITY STATEMENT REQUIREMENTS: Interested firms must demonstrate the experience and ability to perform the kind of work described in this notice. The capability statement must include relevant examples of both governmental and commercial contracts the offeror has performed. Responses to this Sources Sought Notice shall include: 1) two page statement describing the firm's capability to execute the tasks in items A-G 2) one page table of this notice (see below) with a list of up to ten past or current projects demonstrating relevant work experience; 3) a statement identifying the applicable small business and socioeconomic designation in accordance with FAR 19.2. Any organization responding to this SOURCES SOUGHT notice should ensure that its response is complete and sufficiently detailed to allow the government to determine the organization's qualifications to perform this work. This notice is not a Request for Proposals and in no way commits USAID to award a contract. USAID does not intend to award a contract based solely on a submission in response to this Sources Sought Notice, nor does it intend to pay for any costs incurred in response to this notice. Responses shall must not exceed five (5) pages including the cover page. Written capability statements must be received no later than the Response Date indicated in this notice.
