Description
NASA/GSFC-WFF has a requirement for a fully (end-to-end) deployable and operational SV3 platform, including components to support development of the instrument/platform interfacing and remote operation and control center components and training of NASA personnel for its eventual ocean deployments. NASA requires a long-duration, autonomous, surface, ocean-going robotic vehicle to deploy NASA-developed optical instrumentation into coastal ocean areas in support of the PACE mission in situ vicarious calibration/validation measurement activities.NASA/GSFC-WFF intends to award a purchase order to Liquid Robotics, Inc. in accordance with FAR clause 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements under the authority of 10 U.S.C. 2304(c)(1). NASA requires that this platform have the following: 1)A demonstrated record of multiple, successful,autonomous, long-term open ocean deployments; 2)An ability to easily integrate additional sensors into the platform; 3)A platform that is fully autonomous, can navigate via uploaded waypoints, has a broad range of over-the-horizon communication options, including Iridium, RUDICS, and cellular and local access via wireless communications (e.g. WiFi); 4)Is small (less than 12 foot in length and 36 inches in width) and light weight (less than 150 lbs) enough to be deployed using small coast vessels and no more than 2 persons; 5)Is capable of at least 1-2 knots; 6)Requires no fuel, operating on a combination of wave and/or solar energy (wind power is not an option due to the shading nature of the sails impacting the light field that this NASA project will be measuring); 7)Complete and simple operational system; 8)Capable of long (multiple years) ocean deployments; 9)Capable of on-demand operation in multiple navigational modes including: station keeping to within 50m watch circle and along-track using GPS-located waypoint pairs; 10)Optional reserve power at 12-22V using RS232/284 and 10/100 Ethernet communication options; 11)Redundant navigational safety features including: Automatic Information System (AIS), solid state magnetometer for accurate heading, GPS WAAS capable with 3m radius accuracy. 12)Weather station wave information; 13)Radar reflector, flag, and navigational lighting; 14)Minimum payload weight of 75 lbs; 15)Minimum payload volume of 3 cubic feet; 16)No significant above-water superstructure (e.g. no sails or high masts, no large size) that can pose problems in terms of shading of the solar irradiance field in the area of the platform; and, 17)Simple standard shipment capability using multiple crates for easy deployment to other global ocean regions. This procurement will obtain the following equipment components and service/training that corresponds to the entire SV3 system and training/service needs from Liquid Robotics, Inc. These items include: One (1) Wave Glider Mobilization Service (Launch); One (1) Wave Glider De-Mobilization Service (Recovery); One (1) Custom Training---SV3 and WGMS training in Hawaii for 4 people; One (1) Wave Glider SV3 Base Vehicle; One (1) Wave Glider SV3 Auxiliary Power Unit (1-MPU); and, One (1) Wave Glider SV3 3-MPU Payload Box for Integrators. NASA has prior experience in developing these types of platforms and is aware of no other commercially available vehicle with the required performances and demonstrated long distance deployment experience that the Liquid Robotics, Inc. SV2 and SV3 vessels presently have e.g. Frolov, et al., 2001). NASA has already supported the use of these platforms (3 total) in field experiments in support of the Aquarius salinity mission (www.spurs.jpl.nasa.gov), where their long-distance and long-duration capabilities were specifically tested and confirmed. These platforms are the only type of platform like this that can presently be obtained through a procurement of COTS technology. For these reasons, no other source other than Liquid Robotics can be utilized to obtain the needed supplies or services. This synopsis is being posted as "Information Only" as the GSFC/WFF will not be accepting proposals for this requirement. It is GSFC/WFF intent to negotiate with Liquid Robotics, Inc. Potential sources that are capable of providing a vehicle that meets the listed characteristics may provide a capabilities statement in writing to Cheryl.A.Lunt@NASA.gov. Any capabilities statements should be submitted prior to close of business on October 14, 2014. Oral communications are not acceptable in response to this notice. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The Government intends to award using FAR Part 13 and Subpart 13.5 Test Program For Certain Commercial Items. NASA Clause 1852.215-84, Ombudsman, is applicable.
