SOURCES SOUGHT NOTICE for Video on Demand and/or Live Video Programming Streaming over Internet Protocal - NAICS Code 518210 The Defense Media Activity (DMA) Contracting Office is seeking sources that may be able to provide Video On Demand and/or Live Streaming services via Internet Protocal to deliver American Forces Network Programming to authorized US Forces, DoD Civilians, Family Members, and other authorized viewers outside the United States and territorial possessions. Agency : Defense Media Activity Office: American Forces Radio and Television Service (AFRTS) Location: Defense Media Activity, Fort Meade, Maryland 70555 Introduction: This is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Defense, Defense Media Activity (DMA). The DMA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. The Defense Media Activity (DMA) / American Forces Network (AFN) is seeking interested sources (contractors) to determine the feasibility of delivering video on demand and/or live video streaming over Internet Protocol (IP) to US service members, DoD Civilians, other authorized users and their families located outside the United States and their territorial possessions. Background: The American Forces Radio and Television Service (AFRTS) is a component of the Defense Media Activity (DMA) under the DoD Office of the Secretary of Defense for Public Affairs. AFRTS operates the American Forces Network (AFN), a worldwide radio and television broadcast network serving over one million American service men and women, DoD civilians and their families that are stationed overseas in 175 countries, as well as U.S. Navy ships deployed at sea and overseas. American radio and television broadcasts are programmed and distributed to AFN worldwide locations via two independent satellite signals originating at the AFN-Broadcast Center (AFN-BC) in Riverside, California; one each to the Pacific and Atlantic regions. AFN-BC transmits 12 full-time television channels, 24 digital radio channels, and five serial data services on each satellite stream to the AFN-Pacific (Asia) and AFN Atlantic (Europe) regions. Content differs within each satellite stream. AFN transmits in each stream a total of 12 television channels: 11 standard definition (SD) television channels and of one High definition (HD) television channel; each with discrete stereo audio. AFN replaces all commercials within radio and television programs with AFN produced command information spots (CI), Public Service Announcements (PSAs) and interstitial materials (here forward known as assets). AFRTS-BC also provides a Direct to Sailor (DTS) satellite service to better serve and improve the quality of life of Sailor and Marines serving the United States on board U.S. Navy ships. Full operational capability for the Direct to Sailor (DTS) satellite system was reached on 23 December 1997 with the activation of three global transponder platforms for the Indian, Atlantic and Pacific Ocean Regions. Using global, premium transponders, these three satellites provide DTS with almost complete worldwide coverage of all oceans and seas where U.S. Navy ships operate. Currently each of the two standalone DTS services (DTS Pacific/DTS Atlantic) consists of three analog video channels of television each with discrete mono audio, three radio services, and a data channel that are encrypted using the PowerVu+ TM CA encoding system and transmitted in DVB-S. AFRTS-BC operates a DTS control room and inserts unique Navy Department information programming in the DTS programming services. DTS also serves to provide a backup signal for designated overseas land based facilities. More information about AFN and DMA are available at the following websites: http://www.dma.mil http://myafn.net AFN is seeking to deliver more programming options to land based US Service members, DoD Civilians, and their families who are stationed outside the United States by leveraging existing and emerging technology such as video on demand and/or live streaming. Requirements: The government is seeking interested parties that might be interested in providing the capability to acquire and securely deliver via Internet Protocol (IP) current U.S. programming from all major commercial networks (ABC,CBS, FOX, TBS, etc), premium cable network programming such as HBO, SHO, MAX, and a movie catalog from all major U.S. studios. Programming must be available as "Video on Demand (VOD)" and include current season and 3 prior seasons (Catch Up service). Must also have the capability to acquire and securely stream via IP, live U.S. sporting events to include MLB, NFL, NHL, NBA, NASCAR and also key international sporting events that the U.S. is a participant (ie: World Cup, Olympic Games) OR Provide the capability and infrastructure to securely deliver via IP a VOD/streaming service where the content is provided to you from the AFRTS. Content will be a combination of on-demand and live streaming programs and can ONLY be viewed by the AFRTS authorized audience outside the United States and its territorial possessions. By law AFN is not authorized to run commercials for any product or service as it may imply endorsement of such product or service by the Department of Defense. Any VOD or Live Streaming programming would require that all commercials be removed and replaced with Department of Defense messages, news breaks, or spots. Vendors must present the ability to provide a vehicle for the insertion of Department of Defense "Command Information (CI)" messages (PSA's, News Breaks, spots) in front of, and at pre-selected times during the programming. CI spots will have lengths ranging from 15 to 60 seconds each. Content itself would be securely transcoded and delivered so it could be received by various platforms including Smart TV's, connected set top devices (ie Roku, Apple TV, Fire TV,WD TV Play ect...) Smart Blue Ray/DVD players, tablets, computers, gaming consoles and smart phones. AFN would look to the interested parties to develop secure apps for these types of commercially available devices that will give authorized AFN viewers outside the United States the ability to view these IP based programs on the device of their choosing. Programming must be available to all AFRTS authorized patrons worldwide, both residing on and off foreign U.S. military installations and embassies and in deployed environments where fixed commercial Internet service exists. The provider must have the ability to ensure only the AFRTS authorized audience overseas has access to this programming and must develop a secure interface in their delivery platform to AFRTS's Conditional Access System to validate DoD eligibility. Vendor should present in their proposal how they would employ Geo-Blocking or other technologies to ensure that AFN programming is not streamed within the United States or its territories. DoD Eligibility would be accomplished through the use of the Defense Eligibility Reporting Systems (DEERS). Users would register for access through a managed website that will query the DEERS data repository, receive authorization, and store a subset of data in an online authentication service. This service would be hosted on a government approved MAC 3/Sensitive certified cloud environment to ensure reliable authentication for authorized users. Any programming streamed or delivered by VOD would need to employ at a minimum an MPAA compliant AES 128 (or higher) encryption scheme (Digital Rights Management) with tokenizationand authorization to protect programming from unauthorized viewing and piracy. AT THIS TIME, NO SOLICITATION EXISTS. THEREFORE, PLEASE DO NOT REQUEST A COPY OF THE SOLICITATION. Submittal Information: At a minimum, provide the following information in your submittal: (1) Name of Company; (2) Name of Point of Contact, including address, phone number, and email address; (3) Identify the type of entity (large business, small business, small disadvantage business, woman-owned business, 8(a) Firm, HUBZone, service disabled veteranowned, etc.). Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 15 pages in length, single spaced, 12 point font minimum. The Government will not review any other data or attachments that are in excess of the 15 pages. Companies should provide clear and unambiguous evidence to substantiate that they are capable of fulfilling the requirement.
