- RFI Requirement Document THIS IS A SOURCES SOUGHT NOTICE ONLY. This is NOT a request for quotation and in no way obligates the Government to award any contract/purchase order. The purpose of this sources sought synopsis is to perform market research in order to gain knowledge of commercial contractors that potentially would be able to provide products/services that meet the following requirements of the Fleet Readiness Center (FRC) East. The V-22 Fleet Support Team at the Navy's Fleet Readiness Center - East (FRC-E) is requesting information pertaining to the augmentation of the existing V-22 Hydraulic Actuator Test Stand (VHATS) capacity. The USN currently uses VHATS (P/N 710003) for Depot-Level V-22 hydraulic actuator automated test procedures (ATP) and certification. The VHATS provides hydraulic, electrical and pneumatic power, instrumentation and controls necessary for diagnostic testing and functional acceptance of V-22 aircraft hydraulic actuator components. The new equipment will augment the four VHATS currently in use to expand capacity for swashplate actuator (P/N 901-382-011-115), flaperon actuator (P/N 901-382-012-105), and elevator actuator (P/N 901-382-013-109) test requirements. To employ lessons learned from the original VHATS acquisition, the Navy envisions a test stand dedicated solely to swashplate actuator ATP and another for flaperon and elevator actuator ATP. Both test stands should be as similar as possible in design, internal components and operation to minimize the life-cycle logistics. Each test stand will be outfitted with unit-under-test (UUT)-specific consoles depending on the actuator(s) being tested. These consoles will provide the UUT with all necessary input test parameters to perform the functional tests through the use of hydraulic and electrical adapters.
