- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is N00189-14-T-0458 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-76. The associated North American Industrial Classification System (NAICS) code for this procurement is 334417 with a small business size standard of 500.00 employees.This requirement is unrestricted and only qualified offerors may submit quotes.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2014-09-26 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Norfolk, VA 23511 The FLC - Norfolk requires the following items, Brand Name or Equal, to the following: LI 001: Anritsu MS2038C VNA Master, 2-port, 5 kHz to 20 GHz + Spectrum Analyzer 9 kHz to 20 GHz, 1, EA; LI 002: Anritsu MS2038C-0002 Option 2, Time Domain (includes Option 501, Distance Domain) Provides the ability to identify the location of faults by distance down a cabling system, 1, EA; LI 003: Anritsu MS2038C-0015 Option 15, Vector Voltmeter Allows for measurement of two simultaneous sources to ensure magnitude and phase are correct. Needed to tune dual antenna configurations where phase matching is critical., 1, EA; LI 004: Anritsu MS2038C-0025 Option 25, Interference Analyzer Provides a waterfall presentation to track a known frequency range over time which allows for signals that are intermittent to be captured for analysis., 1, EA; LI 005: Anritsu MS2038C-0077 Option 77, Balanced/Differential S-parameters, 1-port Used to measure an antenna frequency response over a given range and display full S-parameter information in real time throughout the entire frequency range under test. Unit to allow one to test the entire frequency spectrum at once, thereby reducing test time and the tuning of antennas., 1, EA; LI 006: Anritsu OSLNF50 Precision Integrated Open/short/Load, N(female), DC to 18 GHz, 50 OSL series open/short/load used to calibrate the VNA Maser and test cables., 1, EA; LI 007: Anritsu S332E Site Master, 2 MHz to 4 GHz Cable & Antenna Analyzer, 100 kHz to 4 GHz Spectrum Analyzer, 2, EA; LI 008: Anritsu S332E-0029 Power Meter S332E-OPTION 29, HANDHELD EQUIP ACCESSORIES, 2, EA; LI 009: Anritsu OSLN50-1 Precision N(male) Open/Short/Load, 42dB, 6.0 GHz The OSL series open/short/load are used on the test port of the Site Master Series of handheld instruments to establish a reference for accurate measurement. When used with a Site Master, the open/short and load reflection over a swept frequency range can be automatically averaged to enhance measurement accuracy. Features: Single Nickel Plated Component providing full open, short and load reflections for accurate measurements; DC to 6 GHz frequency coverage; Type N (Male) and N (Female) connector configuration; 50 Ohm Impedance, 2, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, FLC - Norfolk intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. FLC - Norfolk is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their quote using the online exchange located at www.FedBid.com. In accordance with FAR 52.211-6 -- Brand Name or Equal, if quoting a "brand name or equal" item, please provide a descritpion that reflects the characteristics and level of quality that will satisfy the Government?s needs. The salient physical, functional, or performance characteristics that ?equal? products must meet are specified in the solicitation. To be considered for award, offers of ?equal? products, including ?equal? products of the brand name manufacturer, must? (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by? (i) Brand name, if any; and (ii) Make or model number; Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. The Contracting Officer will evaluate ?equal? products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Unless the offeror clearly indicates in its offer that the product being offered is an ?equal? product, the offeror shall provide the brand name product referenced in the solicitation.
