- Defense Logistics Agency (DLA) Distribution requires a contractor(s) to provide all management, supervision, labor, storage, facility(s), Material Handling Equipment (MHE), storage aids, operating materials and supplies, and services to perform warehousing and distribution of Meals, Ready to Eat (MRE). The requirement will be advertised under solicitation SP3300-14-R-5005. The primary mission of the contractor(s) is to plan, program, manage, and execute efficient and effective receiving, storage to include Care of Supplies in Storage (COSIS) and Shelf-Life Management, physical inventory control, and issue to include shipment preparation and shipping of MREs in support of worldwide customers. Under the resultant contracts, the successful contractors will provide an Audit Readiness and Vendor Managed Inventory (VMI) compliant solution using the Distribution Standard System (DSS) for handling and storage of DLA owned material in vendor owned and operated facilities. The contractors shall access the DSS through a web application (External Certificate Authority (CAC) enabled) Multi-Host Internet Access Portal (MIAP). The estimated period of performance for this requirement is as follows: Base Year*: 30 March 2015 - 29 March 2016 Option Year 1: 30 March 2016 - 29 March 2017 Option Year 2: 30 March 2017 - 29 March 2018 Option Year 3: 30 March 2018 - 29 March 2019 Option Year 4: 30 March 2019 - 29 March 2020 Option Year 5: 30 March 2020 - 29 March 2021 Option Year 6: 30 March 2021 - 29 March 2022 Option Year 7: 30 March 2022 - 29 March 2023 *Includes three month phase-in period This requirement will be solicited a small business set-aside, pursuant to a full and open competition after exclusion of sources under FAR Part 15, Contracting by Negotiation. It is anticipated that contract award will be made during March 2015. DLA Distribution is seeking offerors to perform the above functions which will be evaluated utilizing Lowest Price Technically Acceptable source selection procedures. DLA Distribution anticipates the solicitation will be released on or before 26 August 2014. It is anticipated that the resultant contracts' pricing arrangement will consist of a Fixed Price Incentive Firm Target (FPIF) for labor, Firm Fixed Price (FFP) for facilities and associated maintenance (if applicable), and Not-To-Exceed (NTE) Cost Reimbursement (CR) CLINs for material and travel costs. The NAICS code and Size Standard are 493120 and $27.5 million, respectively. All documents related to this notice will be posted to the Federal Business Opportunities website.
