Description
This is a Sources Sought Notice for Acquisition Planning Purposes Only. NOTE: There have been two previous Sources Sought for this requirement under R14PS00364, NAICS 238210, posted on 06/02/14, and R14PS00885, NAICS 237990, posted on 08/12/14. This current Sources Sought, R14PS01037, is utilizing NAICS 335313. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. The Bureau of Reclamation, Lower Colorado Region, has a requirement for the design, manufacturing, delivery, and installation of nine (9) Unit Circuit Breakers and associated equipment. The circuit breakers are generator-type, SF6 breakers, rated at 25.3-KV and rated to interrupt 128,000 amps (rms; symmetrical) fault current. Principal features of the work include, but are not limited to: 1. Remove nine (9) 16.5-kV Unit circuit breakers and nine (9) disconnect switches. 2. Furnish and install nine (9) 25.3-kV generator-service circuit breakers and nine (9) disconnect switches. 3. Furnish and install one current transformer per phase on each side of the Unit circuit breakers. 4. Modify existing isolated-phase bus and furnish and install new isolated-phase bus to connect new circuit breakers to existing isolated-phase bus. 5. Since the breakers in this project are paired to a transformer, the objective is to replace one breaker with minimum outage time for the other breaker and associated transformer, for that purpose: During the initial phase of work at each breaker, modify existing isolated-phase bus to provide an air gap clearance point between the bus and the associated transformer; and, during the final phase of work on each breaker, furnish and install a removable bus link section on the newly created gap. 6. Furnish spare parts and special tools as required, to include listing with all parts and tools; part number, price, catalogue number, part description, and reference drawing number. 7. Modify the breaker vault to allow access to the new equipment. 8. Parts, adaptors or equipment required to perform the field test defined in this specification and not currently in passion of BOR Hoover Dam. 9. Wiring database containing all the wiring information for all Hoover generation units including station services. The Bureau of Reclamation, Lower Colorado Region intends to award a firm-fixed price construction contract with an estimated magnitude of more than $10,000,000 (FAR Subpart 36.204). This acquisition will be announced under North American Industry Classification System (NAICS) Code 335313, Switchgear and Switchboard Apparatus Manufacturing, with a small business size standard of 750 employees. Capability statements and all responses are to be submitted no later than C.O.B. Thursday, October 09, 2014, via email to Patrick Jacobs at pjacobs@usbr.gov. The capabilities package should demonstrate the firms ability, capability and responsibility to perform the principal components of the work listed. Packages should be no longer than 4 pages and include the following: (1) Provide business name, address, business size and type (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.) (2) Provide business point of contact to include e-mail address and telephone number. (3) Provide a list of projects completed within the past five years where the work involved replacement of unit circuit breakers, or comparable equipment. Include examples for which your firm was entirely responsible for providing labor, equipment and materials. Provide a brief description of the work performed, project title, dollar value of the job and the customers contact name and phone number for the work completed. When it is determined that a formal solicitation will be issued, a notice will be posted on Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov/.
