Description
Thermal Imaging System Thermal Imaging System The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The government plans to solicit: Vetel 4850 Davenport Creek Road, San Luis Obispo, CA 93401. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Animal Care program has utilized thermography technology consistently over the past 7 years to assist in enforcing the Animal Welfare Act (AWA) and Horse Protection Act (HPA). Thermography measures the surface temperature of an animal and can reveal areas that are excessively warm or cool-both indicating abnormalities and the need for closer evaluation. Enforcement of the AWA includes ensuring that animals are not subjected to any combination of temperature, humidity, and time that is detrimental to the animal's health or well-being. Captive species are housed in a variety of enclosures that may leave the species seasonally too hot or too cold. Using thermography technology to measure the long wave radiation components of the biophysical habitat is essential for determining the thermal environment of an animal. Thermography technology has become one of the main components of the Horse Protection Inspection Program. It is an additional diagnostic tool that is used to obtain objective and scientific data to help identify sore horses. After thermography images are obtained and reviewed, further evaluation of the horse is conducted specifically in the areas that appear excessively warm or cool. It has provided additional consistency to the inspection process. We utilize thermography technology at every inspection possible. It has helped us focus on horses that are concern of being sored.
