Brand name letter Equipment list Request for Quote: Public_Address_System FULL AND OPEN COMPETITION This is a combined synopsis and solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; therefore quotes are being requested and a written solicitation will not be issued. This solicitation, Public_Address_System, is issued as a request for quote (RFQ) for packing and moving services for an IT warehouse and offices. Submit only written offers; oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR) and System for Award Management (SAM). The NAICS code for this effort is 334310 and is being solicited as FULL and OPEN. This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-76. Please quote the following item: CLIN 0001 - A Public Address System in accordance with attached Bill of Material (BOM) and according to brand name letter. Quantity: 1 Unit of issue: Lot Type of Contract: Firm Fixed Price Site Visit: N/A Questions: All questions regarding this solicitation can be sent to melissa.hayhurst@us.af.mil and must be received NLT September 29, 2014. Notice to Offerors: The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. This requirement is being competed with full and open competition. The following provisions and clauses apply to this acquisition: 52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS (IAW FAR 12.301(b)(1)) APRIL 2014: Paragraph (b), entitled "Submission of Offers": Offers may be submitted via electronic mail. Submit signed and dated offer at or before 1300 (1:00 PM) Local, Monday, September 29, 2014. To send offer via electronic mail all documents must be emailed to melissa.hayhurst@us.af.mil. Submit quotations on company letterhead or pricing document; contractor format acceptable. As a minimum, offers must show -- (1) The solicitation number; (2) The time specified in the solicitation for receipt of offers; (3) The name, address, and telephone number of the offeror; (4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (5) Terms of any express warranty; (6) Price and any discount terms; (7) "Remit to" address, if different than mailing address; (8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically). Your CAGE code is sufficient for this requirement; (9) Acknowledgment of Solicitation Amendments; (10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and (11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The government reserves the right to make award on the initial quote without discussions. 52.212-2: Evaluation -- Commercial Items, The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation requirements. Quotes will be evaluated on lowest price technically acceptable. Evaluation Factors: All quotes received will be evaluated in the following order; first price; second, technical acceptability; and third, schedule. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
