- The purpose of PROMOTE is to overcome obstacles and provide opportunities that enable educated Afghan women to enter and advance within mainstream social, political and economic sectors such that women are able to assume decision making and leadership roles at all levels that will improve the status of women and accelerate inclusive, sustainable development and social progress in Afghanistan. PROMOTE includes four distinct yet related Components: Component 1: Women in the Economy (WE) Component 2: Women's Rights Groups and Coalitions (WRGC) Component 3: Women in Government (WIG) Component 4: Women's Leadership Development (WLD) Taken together, the PROMOTE Components will develop a coordinated effort that lays out a systematic intervention for women's inclusion and empowerment in the political, economic and social spheres. PROMOTE will initially focus on the more than 200,000 educated middle class women-beneficiaries of the last decade of support for education and social programs-as the key target group for investment. This IDIQ solicitation, included "Request for Task Order Proposal" for Component 4 - Women's Leadership Development. The purpose of WLD is to enable Afghan women to acquire and apply leadership skills in public, private and civil society sectors. A Cost-plus-fixed fee (CPFF) Task Order No. AID-306-TO-14-00031 for Component 4, Women's Leadership Development (WLD) was awarded to Tetra Tech ARD on September 23, 2014 at a Total Estimated Cost plus fixed fee amount of $41,959,377.00 Pursuant to FAR 5.705(b), the rationale for not using a competitive fixed-price task order is becuase of uncertainties involved in contract performance, which do not permit costs to be estimated with sufficient accuracy to benefit from the use of a fixed-price contract.
