- This is a synopsis for a commercial acquisition using contracting by negotiation. (Reference FAR Parts 12 and 15). THIS IS A SYNOPSIS AS REQUIRED BY FAR PART 5.2 - THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL. VENDORS SHOULD NOT SUBMIT FORMAL QUOTES/PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE. This synopsis is not to be construed as a commitment by the Government nor will the Government pay for information solicited. The 409th CSB, RCO Stuttgart anticipates a requirement supporting USAFRICOM for Security Badging Services at Stuttgart, Germany Army Airfield (SAAF). This is a non-personal services performance-based acquisition. Security Badging Services shall utilize LENEL badging station to issue user badges, process requests for security clearances for military, civilian, and contractor personnel, checking records, making security credential recommendations. The contractor must have and maintain a working knowledge of regulatory requirements for handling, marking, reproduction, disposal, destruction, transmission and safekeeping of classified information. Contractor employees providing the services must have TS/SCI clearance. The Government will provide sufficient office space. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform services defined in the Performance Work Statement (PWS) except for those items specified as government furnished property and services. Period of performance is contemplated as 1 December 2014 through 30 November 2015. Anticipated award date is 15 November 2014. The Government may further extend the performance period for up to six months under FAR 52.217-8. This is an unrestricted full and open competitive acquisition. The government intends to make a single award to the lowest priced, technically acceptable offeror. Solicitation No: W91WFU-14-T-0031 will be issued as a Request for Proposal. It is advertised with a North American Industry Classification System (NAICS) code of 541990. All responsible sources may submit a proposal, which shall be considered by the agency. Potential offerors must be currently registered in the System for Award Management (SAM) to be eligible for award to include German vendors. http://www.sam.gov. Payment for this acquisition will be made through Wide Area Workflow (WAWF). Contractors must be registered in WAWF to include German vendors, see internet site: https://wawf.eb.mil for registration. Information concerning this solicitation will be issued electronically and posted on or about 29 September 2014 at www.fbo.gov. Proposals may be submitted via hard copy, or e-mail.
