- Interpretation Requirements Schedule PWS Solicitation Number: HQ0013-14-X-0012 Notice Type: Combined Synopsis/Solicitation (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)This solicitation document, HQ0013-14-X-0012, is issued as a Request for Quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-72, Effective January 30, 2014. It is the responsibility of the Offeror to review the web page for notice of amendments, updates or changes to the solicitation. (iv) This solicitation is issued under FAR Part 13 - Simplified Acquisition Procedures. This solicitation is to procure simultaneous interpretation services in three languages: English / French, Portuguese and 4 discussion groups consisting of 3 English / French groups and 1French / Portuguese group to support of the Next Generation of African Leaders Workshop (Next Gen) of the Africa Center for Strategic Studies (ACSS). Support is required 19 October through 7 November 2014. This solicitation is being issued as a 100% small business set aside under North American Industry Classification Standard (NAICS) code 541930, Translation and Interpretation Services. The small business size standard is $7 million. Award of this requirement will be in accordance with Federal Acquisition Regulation FAR Part 13, Simplified Acquisition Procedures. (v) Specifics. The Government intends to award a firm fixed price contract resulting from this combined synopsis/solicitation. 1. Period of performance: 19 October through 7 November 2014. The requirements and schedule are attached. 2. Place of Performance: Fort McNair, Washington, DC. 3. DSCA intends to purchase the services under the following Contract Line Items (CLINs): SEE THE ATTACHCED SCHEDULE (vi) Clauses and Provisions. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and is incorporated by reference. FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition and paragraph (a) is completed as follows: (vii) Basis for award: Award will be made to the lowest evaluated price of offers meeting or exceeding the minimum acceptability standards for non-price factors. Offers will be evaluated on an "acceptable" or "unacceptable" basis. Offers will be evaluated for acceptability but not ranked using the non-price factors/sub-factors. (xiii)Provision at FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation the most advantageous to the Government, price and other factors is considered. (ix) Submission of Quotes: Quotes shall be submitted by 29 September 2014, NLT 10:00 AM EST to the point of contact listed below. (x) Offeror shall submit a complete quote that addresses the complete requirement of ACSS. (xi) Offeror shall provide resumes of all proposed interpreters. (xii) Offeror shall provide acceptable certification. Acceptable certification qualifications for this requirement are as follows: 1. Court interpreter 2. Department of State Interpreters Examination 3. Accreditation as an interpreter from a school of languages and linguistics. (xiii) Past Performance: a. Offerors shall submit information regarding two past jobs they have performed or are performing within the last year and a half. b. Offerors shall state the name/telephone number/identifier of the effort, the dollar amount and period of performance of the submitted jobs. c. Offerors shall provide the name, organization, phone number and email address of a point of contact for each past performance submission. (xix) Submission of Quotes: Quotes shall be forwarded to Woodrow Bell via email at woodrow.bell@dsca.mil; Facsimile submission will not be accepted. (xxi) Provision at FAR 52.212-2, Evaluation Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation the most advantageous to the Government, price and other factors is considered. The following factors shall be used to evaluate offers: The Evaluation factors are Technical Capability, Past Performance and Price. 1. The awardee shall be selected with the use of Lowest Price Technically Acceptable Source Selection Process. 2. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. 3. Tradeoffs are not permitted. 4. Proposals are evaluated for acceptability but not ranked using the non-cost/price factors. 5. Exchanges may occur. 6. Non-cost factors: The non-cost factors are Technical Capability and Past Performance a. Technical Capability: Vendor shall demonstrate capability to support the services identified in the attached Statement of Work and Schedule. b. Past Performance will be reviewed to determine relevancy. After a relevancy determination is made, the performance will be evaluated for acceptability. The evaluation ratings will be acceptable or unacceptable. Offerors are encouraged to provide information on problems encountered on the identified contracts and the corrective actions take to address the problems. The Government shall consider this information, as well as information obtained from any other sources such as the Past Performance Information Retrieval System (PPIRS), when evaluating the past performance. 7. Acceptability Standard / Minimum requirements for Technical Capability: a. Interpreters must have acceptable certification. Acceptable certification qualifications for this requirement are as follows: - Court interpreter - Department of State Interpreters Examination - Accreditation as an interpreter from a school of languages and linguistics. b. Simultaneous interpreters must have a minimum of 3 years experience with Department of Defense and/or State Department related terms and terminology during briefings simulation exercises and lectures and must be able to interpret "all dialogue" to include titles and government affiliations to interact with senior foreign representatives and diplomats. c. Past performance: Performance on submitted examples is acceptable. 8. Cost: All proposed prices will be factored into the overall total to be evaluated. (xxii) Provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this acquisition (offers are to include a completed copy.) The contractor shall be registered in the Online Representations and Certifications Application ORCA at http://orca.bpn.gov/. Invoicing WIDE AREA WORK FLOW (WAWF): All contractor invoices and receiving reports are required to be submitted electronically in accordance with DFARS 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports. Contractors shall submit invoices through the WAWF System at https://wawf.eb.mil/. The Government will be using WAWF to accept/approve invoices and receiving reports. Payment will not be made unless and until both the contractor and the Government WAWF submissions are submitted and processed correctly. Contractor invoices must reflect the contract line times (CLINs) contained in the contract. Proper invoices also must reflect the prices stipulated in the contract and the service or supply must be delivered, inspected and accepted.
