- NOTICE OF INTENT TO AWARD SOLE SOURCE: This pre-solicitation synopsis for the open market items being acquired via RFQ VA119-14-Q-0230 is prepared in accordance with the format specified in FAR 5.207. This solicitation will close on 26 September 2014 at 10:00a.m. EST. The Department of Veterans Affairs National Chaplain Center and the Office of Patient Centered Care and Cultural Transformation has a continued need to secure Practical Application of Intimate Relationship Skills (PAIRS) facilitator training and curricula to license VA Employees to facilitate relationship workshops in the Warrior to Soul Mate Program (W2SM). The PAIRS licensing and materials supports a joint initiative of the Department of Veterans Affairs National Chaplain Center and the Office of Patient Centered Care and Cultural Transformation on a national level. The anticipated contract duration will be 12-month base period and four 12-month option periods. The applicable North American Industry Classification (NAICS) Code for this procurement is 611699. The open market portion of this acquisition will be solicited using Simplified Acquisition Procedures and unrestricted, other than full and open competition in accordance with FAR 13.501(a)(1)(ii). Award is anticipated no later than 30 September 2014. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the material/license listed below: o Train the Trainer - licensing for VA employees to qualify and train additional VA employees to be trainers in the Warrior to Soul Mate (W2SM) program. Training manual for instructors that thoroughly covers the material that provides guidance and instruction for delivery of the material provides background for understanding the concepts that will be taught to participants, and all forms necessary for successful licensing over a five year period. oCurricula to license VA Employees to facilitate relationship workshops in the W2SM Program - Training Units to include training manual and licensing over a five year period. o W2SM Program Participant handbooks for attendees over a five year period. o W2SM Program Wallet cards with general guidelines for 39,400 participants over a five year period. oAnnual licensing for various activities within the (21) Veterans Integrated Service Networks (VISN) to continue utilizing W2SM curricula. This translates to 325 annual licenses over a five year period A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government.
