Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA4877-14-Q-0468 is issued as a request for quotation (RFQ). This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2005-76, Defense Circular Number 20140919, and Air Force Acquisition Circular 2014-0421. The results of this requirement will be a firm fixed priced (FFP) contract. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. Items called for by this RFQ have been identified in the schedule by brand name or equal. If quoting an equal product the contractor shall provide specifications of the items being quoted. The contractor shall provide the following Contract Line Item Number (CLIN): CLIN 0001: Winkler II Rescue Knife or equal. The belt knife must fit on the operator's second line kit load out and keep weight reduce as much as possible. The knife will be used as a multi-use cutting tool for survival, evasion, field expedient amputations, edged weapon fighting and routine operator use. The blades will not be heat treated until they are at their final dimensions. The knife will have a full blade bevel, be non-serrated, be made of tampered still that goes the length of the entire knife, and have a no-glare finish. The blade length will be 4 ¾ inches and overall length will be 9 inches. The total weight of the knife shall be between 6 to 7 ounces. The handle will be made of non-slip/shock absorbing rubber material. The knife and sheath will be ambidextrous. The sheath should be Kydex lined that can be worn vertically or horizontally with minor adjustments. CLIN 0002: Winkler II Rescue Axe or equal. The overall length of the axe will be 16.5 inches with the sheath on. The axe will not be telescoping and weigh no more than 3 and ½ lbs. The axe head will be no thicker than 7/8 inch and have 4 to 4 ¼ inches of useable blade. The axe head will be no longer than 7 inches from blade to punch tip and no longer than 9 inches with the sheath on. The handle of the axe will be no longer than 11 ½ inches long and no thicker than 7/8 inch and made of a nonslip/shock absorbing rubber material. The bottom of the handle will be a "lobster claw" with usable teeth no longer than 3 inches and no shorter than 2 ½ inches and have a sheath. Both sheaths will made of Kydex material and have nylon webbing belt hanger. The steal blades will not be heat treated until they are at their final dimension.
