Description
The AFTC Installation Contracting Division/PZIO, Eglin AFB FL, intends to solicit and award a sole source firm-fixed price contract for Reagent Equipment Maintenance Services under the authority of 6.302-1(a)(2)(ii)(A) and 6.302-1(a)(2)(ii)(B) to Diagnostica Stago. Anticipated award date is 17 October, 2014. Diagnostica Stago is the only company on the market that can offer the exceptional service support for lab equipment STA Compact Max (2) to include 24 x 7 x 365 Technical telephone Hotline Support, nationwide network of trained, certified field service engineers and applications specialists, comprehensive preventive maintenance visits scheduled per manufacturing recommendation, factory qualified replacement parts with local availability. The service agreement with Diagnostica Stago will have a quick turnaround and 24hr telephone hotline assistance available. Diagnostica Stago owns the equipment therefore; they are required to conduct sole maintenance to prevent loss of warranty. The negative impact to the Government by not providing the equipment services to the MDSS/SGSL would be in the form of unacceptable delayed patient testing per FAR 6.302-1(a)(2)(ii)(B), increase equipment malfunction incidents, and increase of unnecessary duplication of costs to the Government per FAR 6.302-1(a)(2)(ii)(A). Per the Section Chief at the 96th Laboratory, to install and validate a new analyzer would set the laboratory back 1-2 months, not including the training that would need to be conducted by technician staff. Currently, the laboratory staff (40+ mbrs) are already familiar with Diagnostica Stago software and analyzer operations. A whole new system would require extensive training, further delaying the operation. This requirement is for: Reagent Equipment and Maintenance Service for 2 STA Compact Max Analyzers These items must be delivered to: 96 MDG, EGLIN AFB, FL 32542 no later than 01 Nov 2014 on an FOB Destination basis. The North American Industry Classification System (NAICS) for this acquisition is 334516, small business size standard: 500 employees. This notice is not a request for competitive proposals/quotes, however all responsible sources may submit a proposal, which shall be considered by the agency. The government will consider all responses received within 15 days of publication. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
