- Space and Naval Warfare Systems Center Atlantic (SSC-LANT), Charleston, SC intends to increase the overall ceiling of the Business and Force Support (BFS) Preferred Pillar Multiple Award Contract (MAC) by a total of $85.5M under contracts N65236-12-D-3887 with American Electronics, Inc.; N65236-12-D-3888 with 7 Delta, Inc.; N65236-12-D-3889 with MANDEX, Inc.; N65236-12-D-3890 with Centuria Corporation; N65236-12-D-3891 with Cameron Bell Corp.; N65236-12-D-3892 with KSH Solutions, Inc.; N65236-12-D-3893 with Palmetto Technologies; and N65236-12-D-3894 with SPARC. This MAC was awarded on 28 Sep 2012 for a base year plus four one-year option periods with an overall share ceiling of $98,746,531. The second option year has been exercised and expires 27 Sept 2015. The final expiration date for all options is 27 Sep 2017. The contract covers the entire spectrum of non-inherently governmental services and solutions (equipment and services) associated with the full system lifecycle support including research, development, test, evaluation, production and fielding of sustainable, secure, survivable, and interoperable Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, Reconnaissance (C5ISR), Information Operations, Enterprise Information Services (EIS) and Space capabilities. Although not limited beyond the description above, this contract has a primary focus on mission capabilities within the Business and Force Support (BFS) Portfolio. The BFS Portfolio is focused on transitioning customers to enterprise solutions using state-of-the-art technologies promoting operational efficiency and flexibility while reducing long-term sustainment costs. The BFS Portfolio is also focused on improving network, system, and security services, and providing cost-wise paths for upgrading systems to provide enhanced capabilities, scalable to large enterprises, based on recognized quality standards. These improvements are accomplished and capabilities delivered through an integrated set of technical disciplines and support which include: Engineering design, data engineering, network engineering design Application/system development, integration and test Systems of systems integration and testing Security accreditation Deployment, sustainment, program management and life cycle management System hosting, Data Center operations, data warehousing, and systems administration Customer Support Center/Help Desk and training Installation support The BFS Portfolio comprises a broad range of non-tactical business enterprise systems and applications funded by Navy, other DoD, and other federal agency sponsors and used by an equally broad customer (i.e., consumer) base. The BFS Portfolio supports numerous sponsoring organizations representing every Service branch and many federal agencies, plus a customer/consumer base in the hundreds of thousands. Key current and potential future sponsors include Department of Navy, Department of Homeland Security, Department of Veterans Affairs, Air Force, Army, Marine Corps, and Department of State. Anticipated growth areas are homeland security, logistics, medical systems, and particularly health systems technology. Distinguishing features of programs in the BFS Portfolio are the enterprise scope and demand for core enterprise services; the data-intense requirements for authoritative, secure, accurate data and reliance on data engineering/management technologies; the enterprise systems integration requirements; the use of collaborative technologies; and the knowledge management focuses. This ceiling increase will provide for the continuation of uninterrupted services with these Hub Zone, Women-Owned SB, VOSB and SDVOSB prime contractors for the types of services provided under this pillar MAC until a follow-on MAC can be awarded. This Notice of Intent is not a request for competitive proposals. Any response to this notice must show clear and convincing evidence that competition of the work required would be advantageous to the Government. A determination by the Government not to compete this contract ceiling increase based on this notice is solely within the discretion of the Government.
