Amendment A0001: The following information is amended to remove the requirement for dimming and to clarify that all items will be delivered to the VAMC at Manchester, NH, 718 Smyth Road, Manchester, NH 03104-7007; to extend the advertisement till 9/26/2014 at 10:00 a.m.; and clarify that there is no installation for this requirement. Revised Statement of Work follows: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The Solicitation number is VA241-14-Q-1089 and is issued as a Request for Quotation (RFQ) unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-76. The associated North American Industrial Classification System (NAICS) code for this procurement is 3345122 with a small business size standard of 500 employees. This requirement is unrestricted and only qualified offerors may submit bids. All interested quoters may submit their quote to Mary.Bosch@va.gov. DEPARTMENT OF VETERAN AFFAIRS STATEMENT OF WORK LED High Bay Lights 1.0 INTRODUCTION The current high bay lighting system in the Maintenance building of VAMC Manchester is in severe need of replacement due to the age of the fixtures, massive power consumption and lack of parts availability. 2.1SCOPE Vendor shall provide suggested fixtures and equipment described below or approved equivalent; "Four (4) fixtures each with the following criteria; LIGHT OUTPUT: 21686 Lumens (Equivalent to 400 watt High Pressure Sodium (HPS) fixture) THERMAL CONTROL ? Sensors in the driver enclosure and optical unit reduce drive current when elevated ambient temperatures increase LED temperatures above design limits. INTEGRAL MOTION SENSOR (IMS) ? Choice of 2 optional internal passive infrared motion sensor activated switching of luminaire light levels, either 0 or 30% of power. High level light is activated when activity is sensed in target zone. High light level is increased to full bright in 1?2 seconds upon detection. Low light level (0 or 30% of power) is activated when target zone is absent of motion activity for ~ 2 minutes. Upon inactivity, light level is gradually ramped down (10?15 sec.) to low level to allow eyes time to adjust. BI?LEVEL SWITCHING (BLS) ? Optional bi?level switching responds to external line voltage signal from separate controller or sensor (by others), with low light level decreased to 30% maximum drive current. EXPECTED LIFE ? Up to 100,000 hours. LEDS ? An array with 128 high brightness LEDs; Cool White (5300oK) DRIVE CURRENT ? 450 mA. DISTRIBUTION/PERFORMANCE ? Symmetric distribution - high efficiency reflectors provide exceptional uniformity and vertical illumination without glare. IP67 protection? Fixture must be IP67 rated. MOUNTING ? Hook and 6' cord (plug not included) ELECTRICAL ? Available with universal voltage power supply (120?277 VAC, 50/60 Hz input Two?stage surge protection (including separate surge protection built into electronic driver) meets IEEE C62.41.2?2002, Scenario 1, Location Category C. DRIVER ? driver components are fully encased in potting for IP65 moisture resistance. Complies with IEC and FCC standards. OPERATING TEMPERATURE ? ?40 °C to +40 °C (?40 °F to 104 °F). WARRANTY ? Limited 5?year warranty. LISTING ? ETL listed to UL1598, UL8750 and other U.S. and international safety standards. Suitable for damp locations. Suggested Model? LSI Industries model XHB3?S?LED?176 "Twenty One (21) fixtures each with the following criteria; LIGHT OUTPUT: 16361 Lumens (Equivalent to 250watt High Pressure Sodium (HPS) fixture) THERMAL CONTROL ? Sensors in the driver enclosure and optical unit reduce drive current when elevated ambient temperatures increase LED temperatures above design limits. INTEGRAL MOTION SENSOR (IMS) ?
