- THIS IS A SOURCES SOUGHT NOTICE ONL Y. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTTTUTE A PROCUREMENT COMMITMENT BY NASA, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS NOTICE; RESPONSE IS STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR ANY IMPROPERLY IDENTIFIED INFORMATION. The scope of this project is to construct utilities and infrastructure needed to render useful three 50,000 gallon fuel tanks to enable 800,000 gallons of Jet A fuel service throughput per month at NASAs AFRC B-703 for SMD aircraft missions. The project will include reinforced concrete caisson foundations for the tanks, electrical distribution, fuel distribution piping, fencing modifications, and physical security measures. The fuel tanks (Rated UL 142), with integral secondary containment, will be provided as Government Furnished Equipment (GFE). Three pumping skids will be located approximately 100 feet away from the fuel tank storage area. An additional pumping skid will be added to support filling the above ground fuel storage tanks and the transfer of fuel from the above ground fuel storage tanks to aircraft-fueling vehicles. Below is a general description of work anticipated for this project. Site Work 1)Sawcutting concrete and asphalt for trenches to support added infrastructure. Paving and patching of concrete areas. Placement of concrete for new equipment pad. Installation of concrete traffic barriers for protection of above ground piping and above ground storage tanks. 2)Installing new security fencing around the perimeter of the facility. Coring of concrete for installation of fence posts. 3)Demolishing and disposing of concrete and asphalt. 4)Drilling reinforced concrete caissons for foundations of above ground fuel storage tanks. 50,000 gallon tanks will need to be moved, likely by crane, from their current location to accommodate the installation of the caisson foundations. 5)Modifying tank supports to allow the existing tanks to be placed on the new caisson foundation points. Support modifications will include providing and fabricating structural steel components for base support of the 50,000 gallon tanks. 6)Hauling off of excess materials, soils, etc. Mechanical 1)Modifying above ground fuel storage tanks from their existing condition. Modifications will potentially include: a.Installing new valves through tank exterior wall and secondary containment wall b.Replacing and adding various valves on tank trim c.Replacing tank primary venting d.Installing an automatic tank gauging system e.Addition of level switches to each tank (3) for integration into the controls for pump shut down f.Demolishing some existing piping and installing dissimilar metal interfaces. 2)Installing transfer piping from the above ground storage tank location to the fuel transfer area (approximately 100 feet). Piping will likely consist of sizes between 6 inches and 4 inches. A piping manifold will be created for integration of all components. Pipe venting will be provided. 3)Modifying 3 GFE pumping skids.Dissimilar metal interfaces will be provided/modified. Replacement work will also likely include valves, filter/separators, vents and relaxation chambers. Hose connections will be modified in height. 4)Fabricating and installing a new pumping skid. The new skid will be provided with control panels, piping trim and pumps. Electrical 1)Providing underground electrical service and distribution to the site and installing new pull boxes. New meter switchboards and new transformer will be installed. 2)Making connections to new and existing pumps and skids. 3)Providing and installing control wiring, controls, and fuel storage tank leak and level detection systems. 4)Emergency Fuel Shut Off button and post will be provided. 5)A series of grounding wells will be provided. 6)Various convenience power points will be provided. 7)New light poles will be provided for site lighting. Infrastructure on light poles will be provided to connect security cameras to existing communications boxes. Most of the above work will occur in areas that will require coordination with existing NASA fueling operations. The jurisdiction requirements for this facility are all Federal and NASA standards as well as City of Palmdale, Los Angeles County and State of California requirements. Coordinating inspections with the appropriate authorities, such as City of Palmdale and LA County, will be the responsibility of the installing contractor. It is anticipated that the construction services will be procured via a firm fixed-price contract. An estimated magnitude price range for this work is between $1,000,000 and $5,000,000 Please provide the following information: 1)Company name, address, point of contact, telephone number, and email address. 2)Geographical areas which you are capable of servicing. 3)Provide three (3) references for three of the most recent and relevant contracts performed within the last five to seven (5-7) years. Include name, address, telephone number, and email address of references. Also provide a brief description of the work performed, contract number, total contract value, and period of performance. Contracts must be for work similar to what is described in this announcement. Specifically; experience installing Jet Fuel or petrochemical above ground storage tank systems in Los Angeles County and experience in obtaining above ground storage tank permits from Los Angeles County Fire Department if applicable. 4)Bonding limits
