Description
The US Army Medical Command Northern Regional Contracting Office, Fort Knox, KY intends to solicit, negotiate and award a blanket purchase agreement pursuant to the authority of FAR 13.106-1(b)(1) on a sole source basis to Siemens Healthcare Diagnostics, 500 GBC Dr. Newark, DE 19702 for reagents and cost per reportable result (CPRR) rental of 1 each CA-660 coagulation analytic instrument for coagulation (PT, aPTT, and Fibrinogen Reagents). Estimated number of tests per year are 7,600 total. On-site training is included. Services are required 1 October 2014 - 30 September 2019. Continued services with the vendor will prevent interruption for this essential testing capability. The pathology laboratory is currently in a state of transition and dislocation during a period of comprehensive renovation. The vendor will ensure uninterrupted service throughout the transition period, including the impending relocation back into the renovated laboratory. This requirement will be procured in accordance with Federal Acquisition Regulation Part 13, using simplified acquisition procedures. NAICS code is 334516, size standard is 500 employees. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a quotation which shall be considered by the Agency. Offerors certain they can meet the requirement may submit in writing an affirmative response and statement of technical capabilities along with their quotation. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirement. A determination by the Government not to open the requirement to competition based upon responses to the notice is solely within the discretion of the government. Affirmative written response must be received no later than 29 September 2014 at 1000 EST.
