Description
DRAFT Bid Schedule DRAFT Performance Work Statement THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUEST FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This a combined Sources Sought Synopsis (SSS) and Request for Information (RFI) in support of Market Research being conducted by the 379th Expeditionary Contracting Squadron to identify potential sources for Installation Custodial and Grounds Services at Al Udeid AB, Qatar and obtain industry comments on the draft requirement documents. The anticipated acquisition will be for a single award contract with Firm Fixed Price (FFP) contract line items. The contract will have a period of performance of one (1) base year and four (4) option years. The solicitation is expected to be published in November 2014. SOURCES SOUGHT SYNOPSIS If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, CAGE code, if applicable, point of contact for information, Web site address, telephone number, and size to include whether you are US or foreign owned 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Limit to 30 pages. The Government requests interested offerors submit one copy of their capability responses by email, no later than 4:00 p.m. Local (Qatari Time) on 10 October 2014. Site Visit: A site visit for this RFP is tentatively scheduled at Al Udeid Air Base, Qatar on 15 December 2014 at 0800. If you wish to attend the site visit, a temporary badge must be obtained to gain access to the installation. Temporary badges require 60 days for processing. In order to attend the site visit potential offerors must submit a color copy of passport(s) for all members attending via email to julie.gill@auab.afcent.af.mil no later than 4:00 p.m. Local (Qatari Time) on 10 October 2014. REQUEST FOR INFORMATION The Government is seeking feedback and comments on the Draft PWS and the Annexes incorporated in the PWS. The Government would like specific feedback and comments in the following areas: 1. The structure of the PWS and Annexes 2. Suggested Contract Line Item Number (CLIN) structure 3. Recommendations for additional/alternate performance metrics 4. Additional industry information needed to obtain best pricing strategy 5. Industry best practices that would reduce unnecessary costs 6. Recommendations to reduce scope or change the requirement to obtain cost savings for Grounds Maintenance. The Government is considering rotating sections of the base by month. Would this approach result in cost savings or would trash accumulate and the required work would not change? Any other changes to reduce costs? 7. The Government is considering adding a CLIN for special projects to include unloading and packing, cleaning vacated facilities, cleaning after special events, moving furniture and appliances, filling sand bags, and other tasks as required, reference PWS para A.1.5.5. and CLIN 0004. Given badging constraints, what issues will the contractor face surging to accomplish these projects? Projects are estimated at $30K or below. 8. The Government would like to have the flexibility to add or remove facilities to be serviced throughout the life of the contract due to mission needs, surge times and draw down. These increases or decreases are discussed in the PWS, Paragraphs A.4.1 and A.4.3. The Government would like industry recommendations for language to make minor additions/deletions without making adjustments to the contract price. Industry is also invited to provide any other comments or suggestions that will be beneficial to the PWS, Annexes and the overall clarity of the documents. Industry Comments: Respondents should email their feedback and comments to julie.gill@auab.afcent.af.mil no later than 4:00 p.m. Local (Qatari Time) on 10 October 2014. They do not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. Furthermore, those who respond to this request should not anticipate feedback with regard to its submission; other than acknowledgment of receipt - IF a request for an acknowledgement is requested by the submitter. This request does not commit the Government to contract for any supply or service. The United States Air Force is not at this time seeking proposals. Responders are advised that the U.S. Government will not pay any cost incurred in response to the SSS or RFI. All costs associated with responding to this request will be solely at the interested party's expense. Not responding to this request does not preclude participation in any future RFP. However, potential offerors must submit site visit requirements by the requested dates to obtain a temporary badge to access the base. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government, and will not be returned.
